📢🎓 Ieri abbiamo avuto il piacere di essere ospiti dell'Università Politecnica delle Marche (UNIVPM) per un seminario del corso di Sociologia dei sistemi organizzativi, all'interno della magistrale di economia, interamente dedicato alla nostra realtà aziendale.   🇪🇺 Abbiamo raccontato la nostra storia: da un piccolo team con una grande visione a una realtà che opera su scala europea e lavora con le maggiori istituzioni della #UE. Abbiamo illustrato la nostra evoluzione, il modello organizzativo e la ricchezza che un team multiculturale, composto da ben sei diverse nazionalità, porta all’azienda.   🤝 Abbiamo discusso con gli studenti di cosa significhi lavorare con clienti di diverse nazionalità, gestire progetti complessi e costruire collaborazioni con partner provenienti da tutta l'Europa. Gli studenti hanno avuto modo di scoprire come #t33 riesca a coniugare metodo e innovazione costante. Il confronto è stato un’occasione preziosa per riflettere su come un’organizzazione flessibile, orientata alla crescita e alla specializzazione, possa affrontare le sfide di un contesto in continua evoluzione.   👏 Un sincero ringraziamento alla Professoressa Micol Bronzini per l'invito, all'Università e agli studenti per la partecipazione!

t33 is looking for a #trainee in its 'Economics' unit   The trainee will be part of the teams in charge of EU Cohesion Policy studies and evaluations related to ERDF, ESF+ and EAFRD funds, as well as the RRF. The trainee will work on quantitative and qualitative analyses and support the project managers in the delivery of reports and studies to EU institutions and national/regional governments.  t33's main clients are the European Commission, the EU Committee of the Regions, the European Parliament, as well as national and regional authorities managing EU-funded programmes. Requirements include a bachelor's or master’s degree in economics or a related field, proficiency in English at C1 level, and an interest in the EU policies. In February 2025, t33 established a branch office in Bucharest to enhance its capacity to support national, regional, and local authorities involved in the management of EU funds, with a particular focus on cohesion policy. Romania has been a strategic market for t33 over the past decade. Between 2013 and 2025, the company executed 30 contracts for key institutions, including national ministries, regional development agencies and EU institutions developing policies in the member state under a shared management framework. Through evaluation, technical assistance, and capacity-building services, t33 has worked across multiple European Structural and Investment Funds – ERDF, CF, ESF, EAFRD, and EMFF – strengthening its ability to analyse and interpret these funds in an integrated manner. https://lnkd.in/d-QGqdBc

This week, t33 experts are participating in the European Evaluation Society Conference in Rimini #EES2024 Alessandro Valenza, together with our colleague Cristina (Cojoacă) Neacșu , presented the paper, ‘Evaluating the impact of the POCA Programme in Romania: Methodological Challenges and Multidisciplinary Approaches’.  The paper explores the complex evaluation process of the POCA programme, aimed at enhancing administrative capacity in #Romania. It addresses challenges such as defining capacity building, measuring intangible impacts like behavioral changes, and attributing outcomes to interventions. The presentation was held on Monday in the workshop 'Evaluation in Management: Evaluations for Improved Management', chaired by Prof. Marta Marra. On Friday, Elena Iacobucci and Andrea Gramillano will present ‘Lessons learned about integrating Theory-Based and Counterfactual Analyses in the evaluation of ERDF-funded programmes.’ The presentation will provide three concrete examples demonstrating the benefits of integrating #theorybased evaluation with #counterfactual analysis in capturing the complex reality of policy interventions. It will be held in the workshop ‘Theory-Based Approaches 2: Developments in Theory-Based Approaches’ on Friday, from 11:00 to 12:30, in Breakout Room 7.

"Why evaluate?" This was the first question posed by Paul Georis - an expert with 30 years’ experience in the field - at the beginning of the training on the evaluation of cooperation programmes given to the t33 Sound Policy junior experts and trainees. The lesson started with basic information on the function of evaluation in the policy cycle, the different types of evaluation (ex ante, mid-term, ex post), the roles of the actors involved in evaluation. Paul then described the phases of evaluation, focusing on the analysis of the intervention logic. In this regard, Paul explained that the evaluator cannot stay at the intervention logic that exists ‘on paper’, the job of the evaluator being the reconstruction of the intervention logic as it actually emerges from the life of the programme. The six evaluation criteria defined by the OECD (Relevance, Coherence, Effectiveness, Efficiency, Impact, Sustainability) were discussed in detail, as well as the specific EU criterion of EU added value. The concept and use of evaluation questions was also explained. Finally, the use of the evaluation methods and tools was mentioned. Regular references were made to the ongoing evaluation of the ENI CBC Med programme, coordinated by t33 expert Pietro Celotti and involving Paul Georis himself. "When you carry out an evaluation, you have to understand the expectations of those who asked for the evaluation". This was Paul's main message, meaning that the evaluation should be used by the programme authorities to improve the programme itself, either in the current cycle or in the next one. Paul’s visit to t33 in July will be a valuable opportunity to further explore this key concept, i.e. the importance of evaluation in the policy cycle. #evaluation #ETC #CohesionPolicy

Tomorrow our colleague Giovanni Familiari will participate to the #FICampuss event titled "Carrying the torch for financial instruments", organised by fi-compass, the European Commission and the European Investment Bank (EIB). The event, which will take place in Brussels from June 25th to 27th, will bring together practitioners and experts from managing authorities, bodies implementing financial instruments, EU institutions and experts. They will discuss the future of Cohesion Policy and the role of financial instruments and the EIB. Giovanni, in particular, will be one of the speakers in the session dedicated to ‘Measuring the impact of financial instruments.’ This session will be held tomorrow, June 26th, and will include a discussion on the preliminary results of the ERDF SME Financial Instruments Impact Study and the role of financial instruments in supporting the wider reform agenda.

Yesterday, t33 Sound Policy met in Brussels with representatives of programme authorities and experts from more than fifteen Member States for the seminar on the study 'Mid-term evaluation of the ERDF, Cohesion Fund, and JTF 21-27 programmes'. We thank all participants in Brussels and the 100+ who joined online to follow the presentation of the study results by François Levarlet and Roland Gaugitsch! In-person attendees had the opportunity to share ideas and practices on managing #cohesionpolicy funds thanks to our facilitators #stateaid, #simplification, #adminisatitive capacity, #twintransition and #DNSH were only some of the themes debated. A special thanks to the #Commission, #DGREGIO Enrico Pesaresi and especially Davide Ceccanti and Tamás Kiss-Gálfalvi for coordinating the event with us. We will share the results of these discussions soon, as we move towards the final drafting of the study!
