    Over the past year, Ecorys has had the pleasure of working alongside the Department for Environment, Food and Rural Affairs (Defra) to shape and review policies and projects that aim to protect and improve our environment. In leading a team of organisations to provide evaluation and monitoring support across a 3-year strategic contract, we have been sharing evidence and providing expertise to support decision making and learning across a wide range of topics including: 🔹 Natural capital evidence and investment 🔹 Rural prosperity 🔹 Landscape protection 🔹 Sustainable food procurement Our mission is to ensure that evidence and learning drive decision making. We are continually evolving our approaches to impact measurement and learning, so they best support the development of effective, long-term environmental strategies. As part of the contract, our team is currently leading a review of the Environmental Principles Policy Statement, where we’ve engaged stakeholders across Government to understand how this duty to consider the environment is beginning to shape policymaking processes and culture – and how it can deliver even greater impact in the future.     We are delighted to see the publication today of our final report evaluating the integration of youth perspectives in Council of Europe work! This was an exciting and ambitious study, which examined the long history of youth engagement across the Organisation, with a particular focus on measures implemented since 2020 and the new commitment to #youth in the Reykjavik Declaration. Over 6 months, Ecorys worked closely with the Directorate for Internal Oversight (DIO) to map and assess the extent to which youth perspectives are integrated in Council of Europe work, and to identify challenges and success factors. The final report sets out recommendations for the Council of Europe over the programming period to 2027 and beyond, with consideration to the rapidly changing landscape for human rights, democracy and rule of law. We are very grateful to all of those who contributed their time for the evaluation, including members of the inter-institutional Reference Group, and to #youngpeople with experience of Council of Europe work whose views were instrumental to shaping the recommendations.   • We are proud to share a major achievement in our ongoing efforts to enhance public finance management in Tajikistan 🏅 As part of the 🌍 EU-funded TVET and Employment Sector Budget Support Programme, we recently organised a study tour for a high-level delegation from Tajikistan to The Netherlands 💼 📅 From February 1st to 7th, Tajikistan’s officials enhanced their expertise at the Dutch National Academy for Finance and Economics, exploring The Netherlands' best practices in programme-based budgeting (PBB). 🏛️ The delegation also visited the Ecorys office in Rotterdam, where our International Development Unit shared insights on PBB reform implementation across the world. Looking ahead, our EU Technical Assistance team remains committed to supporting Tajikistan over the next year and a half.   • We are pleased to announce that Ecorys has been awarded a contract by the European Commission (DG GROW) to lead a study on the market potential of offsite construction in addressing housing supply challenges. 🏡 Offsite construction offers enhanced productivity, cost efficiency, and sustainability. However, its market share remains small, and adoption is hindered by various barriers. 🔎 Our study will take a two-phase approach:🔹Phase 1: A stakeholder survey to assess the current state and potential of offsite construction in the EU.
