This week, t33 experts are participating in the European Evaluation Society Conference in Rimini #EES2024 Alessandro Valenza, together with our colleague Cristina (Cojoacă) Neacșu , presented the paper, ‘Evaluating the impact of the POCA Programme in Romania: Methodological Challenges and Multidisciplinary Approaches’. The paper explores the complex evaluation process of the POCA programme, aimed at enhancing administrative capacity in #Romania. It addresses challenges such as defining capacity building, measuring intangible impacts like behavioral changes, and attributing outcomes to interventions. The presentation was held on Monday in the workshop 'Evaluation in Management: Evaluations for Improved Management', chaired by Prof. Marta Marra. On Friday, Elena Iacobucci and Andrea Gramillano will present ‘Lessons learned about integrating Theory-Based and Counterfactual Analyses in the evaluation of ERDF-funded programmes.’ The presentation will provide three concrete examples demonstrating the benefits of integrating #theorybased evaluation with #counterfactual analysis in capturing the complex reality of policy interventions. It will be held in the workshop ‘Theory-Based Approaches 2: Developments in Theory-Based Approaches’ on Friday, from 11:00 to 12:30, in Breakout Room 7.

𝗙𝗶𝗻𝗮𝗹 𝘃𝗲𝗿𝘀𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗗𝗿𝗮𝗳𝘁 𝗤𝘂𝗮𝗹𝗶𝘁𝘆 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝘆 𝗼𝗳 𝗕𝗶𝗛 𝗮𝗴𝗿𝗲𝗲𝗱 Following the first five meetings of the Working Group for drafting the Quality Infrastructure Strategy of Bosnia and Herzegovina, held between late November 2023 and early December 2024, a final sixth meeting was held online on December 23, 2024. At this last meeting, the final version of the draft of this strategic document was agreed upon. The adoption of this document is a top priority in the European Commission’s reports on Bosnia and Herzegovina under Chapter 1: Free Movement of Goods. It was agreed that members of the Working Group would confirm their agreement with the final version of the draft by December 30, 2024. This marks the conclusion of a very challenging and demanding task of drafting the strategic document. In previous attempts, the process was delayed or halted in its early stages due to the failure to discuss and harmonize different approaches and views of the numerous representatives from interested institutions. Successfully completing the draft represents a rare example of careful process management, high-quality application of strategic planning methodology, and active participation of the majority of Working Group members, which comprised 43 representatives from institutions at the levels of Bosnia and Herzegovina, the Federation of BiH, the Republika Srpska, and the Brčko District of BiH. The drafting process was supported by the project “Advanced Implementation of the Small Business Act in BiH2EU – #SBAinBiH2EU,” implemented by Eda in cooperation with the Sarajevo Economic Region Development Agency - SERDA and financed by Sweden. #SwedenInBiH #QualityInfrastructure #SMEs #BiH

About the SAf Symposium. This is an annual event that takes place between May and June when the insights generated through the symposium are most useful to business organizations, institutions, and governments. When organizations formulate strategies, the first quarter of execution will typically benefit from the assumptions that informed the strategy formulation. However, changes that may occur in any operating environment, especially in volatile, uncertain, complex, and ambiguous (VUCA) ones that characterise Africa, can significantly affect goals, strategy, and execution. UNIDO releases the second edition of the Quality Infrastructure for Sustainable Development Index (QI4SD), https://lnkd.in/eK-2RDEW Two years after its first edition, the QI4SD Index provides 38 indicators on the QI development in 155 countries and QI's contribution to the #SDGs. Mesopartner is pleased that the new edition of the QI4SD includes data from our Global Quality Infrastructure Index (GQII). This demonstrates the close collaboration between UNIDO, Physikalisch-Technische Bundesanstalt, PTB, Mesopartner, and the members of #INetQI in providing data to monitor and promote global QI.
