Yesterday, t33 Sound Policy met in Brussels with representatives of programme authorities and experts from more than fifteen Member States for the seminar on the study 'Mid-term evaluation of the ERDF, Cohesion Fund, and JTF 21-27 programmes'. We thank all participants in Brussels and the 100+ who joined online to follow the presentation of the study results by François Levarlet and Roland Gaugitsch! In-person attendees had the opportunity to share ideas and practices on managing #cohesionpolicy funds thanks to our facilitators #stateaid, #simplification, #adminisatitive capacity, #twintransition and #DNSH were only some of the themes debated. A special thanks to the #Commission, #DGREGIO Enrico Pesaresi and especially Davide Ceccanti and Tamás Kiss-Gálfalvi for coordinating the event with us. We will share the results of these discussions soon, as we move towards the final drafting of the study! Municipal partnerships matter for Ukraine's resilience and reconstruction! The International Municipal Partnerships for Ukraine’s Recovery event, organized by the German Federal Ministry of Economic Cooperation and Development (BMZ) with the support of U-LEAD with Europe, underlined the pivotal role of municipal partnerships in Ukraine’s ongoing reconstruction efforts and its EU accession process. This pre-event to the Ukraine Recovery Conference URC2024 brought together representatives from the All-Ukrainian municipal associations, European associations of cities and regions, Ukrainian municipal leaders and international donors.provided an exchange platform for reflecting of best practices and identifying the essential needs to strengthen partnerships between Ukrainian municipalities and their international counterparts. The discussion cantered on empowering of partner municipalities, enhancing their administrative and financial capacities to foster international cooperation, and ultimately, to achieve tangible and sustainable results. Key speakers like Professor Georg Milbradt, Special Envoy of the German Federal Government for the Decentralization Reform, Oleksandra Azarkhina, Deputy Minister of Development of Communities, Territories, and Infrastructure of Ukraine, Tomasz Ostropolski from EU Delegation to Ukraine shared their insights enriching the discussion. The URC2024 will take place in Berlin, on 11-12 June 2024 and one of the thematic focuses is the Local and Regional Dimension where municipal partnerships will be further elaborated as important element for Ukraine's recovery and on its EU accession path.

RRPs (as part of RRF) contribute significantly to health, and economic, social and institutional resilience, with the aim of, inter alia, increasing crisis preparedness and crisis response capacity. "More than 1 200 measures and sub-measures for about EUR 88.5 billion, included in the RRPs, contribute to the policy pillar of health, and economic, social and institutional resilience". In fact, health, economic and institutional resilience is the pillar of the RRF in which most progress has been achieved so far. But of course, taking the Social Determinants of Health and Investments for Health & Equity Enabling Conditions approach, there's more for health, equity and wellbeing in other thematic pillars of the RRF. Social and territorial cohesion, employment and skills, future generations, green and digital transition... Examples of relevant measures: - Italy passed a law to improve care for non-self-sufficient elderly people, simplifying access to services and expanding home-based care options. - Greece established 48 mental health units, offering free, community-based mental health services and reducing reliance on institutional care. - Estonia strengthened primary healthcare by improving patient list management and granting nurses the right to prescribe medicines, while attracting doctors to remote areas. - Denmark introduced digital questionnaires for conditions like pneumococcus and pregnancy to improve patient stratification and vaccination needs. - Ireland awarded contracts for an ePharmacy system to improve medication monitoring, electronic prescriptions, and patient safety across hospitals. - Germany reformed education to provide extra courses and mentoring, focusing on core subjects to address COVID-19-related learning gaps. - Croatia introduced a funding model to support early childhood care centers, helping families in low-budget areas and improving women's employment opportunities. - Latvia adopted a Digital Health Strategy to implement safe, patient-centered digital healthcare solutions. - Poland created the Green Urban Transformation Instrument to promote sustainable urban development and address socio-economic disparities.

It's time to address a critical issue: the glaring lack of involvement of local and regional governments in discussions surrounding the Recovery and Resilience Facility (RRF). Today, at the Ecofin meeting, Ministers are convening to exchange views and potentially adopt conclusions on RRF implementation. Yet, crucial voices are missing from the table. New data collected by CEMR and the Committee of the Regions highlights a concerning trend: local and regional governments are being sidelined in the implementation of RRF strategies. This exclusion not only overlooks the insights and needs of communities on the ground but also puts the effectiveness and inclusivity of recovery efforts at risk. Below is a preview of the survey findings. The full conclusions of the consultation will be revealed at the CEMR headquarters in Brussels on April 16th. With robust engagement from local and regional actors, the RRF may stay within its potential to address pressing challenges and foster sustainable, equitable recovery.
