  • Enhancing Transparency and Efficiency in Procurement: The Government Approves the Resolution on the Centralized Procurement Organization of the Agency for Restoration To attract the best global and domestic companies, strengthen the trust of international partners, and minimize corruption risks, on April 1st, at the initiative of the Agency for Restoration, the Government approved a resolution aimed at optimizing the procurement process related to construction and related services. This will be achieved through the introduction of unified standards, a control system, and an appropriate level of accountability. According to the resolution, for the first time in Ukraine, contracting authorities will centrally procure not only goods but also works and related services. Key provisions of the Resolution: 🔹 The state enterprise "Infrastructure Projects" has been designated as the centralized procurement organization (CPO) under the management of the Agency for Restoration. 🔹 The Agency for Restoration will coordinate the activities of the CPO. 🔹 Procurement through the CPO will cover: construction project expertise and technical supervision, engineering and consulting services, construction works and necessary goods, as well as the operational maintenance of roads. 🔹 All procurement will be conducted via open tenders, including framework agreements, in accordance with the Law on Public Procurement and the Cabinet of Ministers Resolution No. 1178. 🔹 The Services for Restoration will be the contracting authorities, who are obliged to conduct procurements through the CPO. 🔹 Procurement through the CPO will commence following the relevant order from the Agency for Restoration. “EU standards, minimizing corruption risks, and optimizing costs are the core principles of the CPO’s work. We are laying the foundation for a transparent, internationally recognized procurement system for restoration,” emphasizes the head of the Agency for Restoration, Serhiy Sukhomlyn. International partners, including the EU Anti-Corruption Initiative in Ukraine (EU Anti-Corruption Initiative (EUACI)), were involved in the development of the CPO concept. In the near future, the Agency for Restoration, together with the Ministry of Development, will present the CPO model. Additionally, in the short term, a competition will be announced to select the head of the CPO, and elements of corporate governance will begin to be implemented.

We consistently adhere to the principle of integrity in our daily work, as the future of a renewed Ukraine depends on it.   • ♻️🔥 The Agency for Restoration is advancing an ambitious plan to build combined heat and power plants (CHPs) in Ukrainian communities. These CHPs will operate using alternative fuels such as refuse-derived fuel (RDF) and combustible residue fuel (CRF), both produced from processed waste. This innovative approach aims to reduce reliance on traditional energy resources and promote sustainable energy solutions. Communities where these CHPs will be built are being carefully selected. Priority will be given to those with similar population sizes, enabling the creation of a standardized plant design. This approach will ensure the plants provide comparable heating capacities for their respective populations. 🇫🇮🤝 The Head of the Agency for Restoration, Serhiy Sukhomlyn, recently met with the Ambassador of Finland to Ukraine, Tarja Fernández, and Henri Riihimäki, Senior Advisor on Trade and Reconstruction, to discuss potential cooperation in preparing this initiative. “Our immediate goal is to develop CHP projects in two communities that are best prepared,” Serhiy Sukhomlyn explained. “These communities are already working on waste recycling plants. It is crucial that waste processing happens locally. What cannot be recycled will be incinerated to provide heating through the future CHP.” The groundwork for this collaboration began in November at the ReBuild Ukraine platform in Warsaw, where Serhiy Sukhomlyn met with representatives of Finnish business associations. A follow-up meeting two weeks ago further explored Finnish companies’ readiness to support the development of such projects. “Building CHPs that operate on RDF and CRF is a complex endeavor. But its implementation is undoubtedly an investment in the future. With the help of Finnish companies, we can prepare for this work faster and more effectively,” Serhiy Sukhomlyn emphasized. Ambassador Tarja Fernández proposed organizing a study tour for representatives of Ukrainian communities to visit similar CHPs in Finland. This visit would provide an opportunity to observe the plants' operations and understand the specificities of such facilities. Additionally, we are receiving support in developing this project from the Embassy of the United Kingdom in Ukraine and the IFC - International Finance Corporation.   • eQueue has been operational for two years. During this time, the system has facilitated over 1.5 million border crossings by trucks and buses. It has significantly streamlined the process and reduced corruption risks. The Agency for Restoration serves as the technical administrator of eQueue. Thanks to the system: 👉 Queues at border crossings are reduced, enabling drivers and carriers to plan their time effectively and stress-free. 👉 Automation and process transparency have substantially minimized the risk of abuse: every step, from registration to crossing the border, is managed directly by the system, eliminating human involvement in decision-making. 👉 Fuel consumption and environmental impact have also decreased, as trucks and buses no longer idle for hours with their engines running while waiting in line. 👉 Passenger carriers can book border crossing times in advance at 23 checkpoints. As a result, over 70% of buses cross the border on schedule. eQueue is available in seven languages: Ukrainian, English, Polish, Romanian, Turkish, Slovak, and Hungarian. 🗨️ “eQueue continues to evolve: we are introducing new features and improving the user experience based on feedback. To date, the mobile application has been downloaded over 90,000 times, and over 120,000 users from different countries have rated the system,” says Roman Komendant, Deputy Head for Digital Transformation at the Agency for Restoration. eQueue currently operates at 17 checkpoints for trucks and 28 for buses. Plans are underway to expand the system to all types of transportation next year. The most popular checkpoints for trucks in 2024: ▪️ Yahodyn – Dorohusk (Poland): 76,000 crossings ▪️Porubne – Siret (Romania): 93,000 crossings ▪️ Krakivets – Korczowa (Poland): 77,000 crossings For buses, the busiest checkpoints in 2024 were: ▪️ Shehyni – Medyka (Poland): 16,600 crossings ▪️ Krakivets – Korczowa (Poland): 14,700 crossings ▪️ Chop (Tysa) – Záhony (Hungary): 7,300 crossings The "Electronic Border Crossing Queue" project is implemented by the Ministry for Communities and Territories Development of Ukraine in cooperation with the Ministry of Digital Transformation of Ukraine, Ukrtransbezpeka, the State Agency for Restoration and Infrastructure Development of Ukraine, State Customs Service of Ukraine, and the State Border Guard Service of Ukraine.
