Про нас

EU Anti-Corruption Initiative is the biggest EU support programme in the area of anti-corruption in Ukraine so far. The program contributes to reducing corruption in Ukraine at the national and local level through the empowerment of citizens, civil society, businesses, and state institutions. A new 4-year phase was launched in May 2020 with a 22.9 million EURO budget.

  • 🎉10 Years of Persecuting High-Level Corruption — NABU Marks Its Anniversary On April 16, 2015, the President of Ukraine signed decrees establishing the National Anti-Corruption Bureau of Ukraine and appointing Artem Sytnyk as its first Director. This marked the beginning of a new page in Ukraine’s history: the creation of a state institution dedicated to investigating high-level corruption. 📄By December of the same year, NABU detectives had registered their first three criminal proceedings in the Unified Register of Pre-Trial Investigations, targeting large-scale embezzlement schemes involving state-owned enterprises. Since then, NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have continuously increased their operational effectiveness. In 2024 alone, NABU detectives launched nearly 700 new investigations, including cases in critically important sectors such as defense and energy. 💭“We are very impressed by the results achieved by NABU’s dedicated staff.   • 🔍 Enhancing NABU’s IT Capacity: Development of the Data Warehouse With the support of the EU Anti-Corruption Initiative (EUACI), the National Anti-Corruption Bureau of Ukraine continues to advance its digital infrastructure to more effectively combat high-level corruption. A key focus of this effort is the further development of NABU’s analytical Data Warehouse (DWH) – a tool that enables analysts and detectives to collect, consolidate, store, and analyse large volumes of data from various public authorities.   • 🇩🇰 High-level visit from Denmark The EUACI team was honoured to welcome Elsebeth Søndergaard Krone, the new State Secretary for Development Policy at the Danish Ministry of Foreign Affairs, in Kyiv. As a part of her official visit to Ukraine, on 2 April, Elsebeth Søndergaard Krone met with the EUACI team to discuss ongoing support for Ukraine’s anti-corruption efforts. We discussed the critical role of independent anti-corruption institutions, integrity in reconstruction processes, and the role of civil society and investigative journalists in building a more transparent and resilient Ukraine — and how the EUACI continues to support partners in this mission. 🤝 We are grateful for Denmark’s continued strong commitment to Ukraine and to the fight against corruption.

  • 🧑🏻💻 EUACI launches procurement for HACC Information Security and Data Protection support The EU Anti-Corruption Initiative (EUACI) supports the High Anti-Corruption Court’s (HACC) information security systems to ensure information security and data protection capacity, enabling HACC to fulfil its mandate more efficiently and effectively. This procurement is part of EUACI’s long-term assistance to HACC as one of its key partners in strengthening Ukraine’s anti-corruption infrastructure.   • 📢 Supporting Independent Investigative Journalism in Ukraine Investigative journalists play one of the leading roles in the fight against corruption in Ukraine. They not only uncover misconduct but also create public demand for transparency and accountability. At the beginning of this year, many independent Ukrainian media found themselves in a very vulnerable financial situation. 🛡️The EUACI allocated its funds to provide emergency support to investigative media, so they can continue their important work. We selected four media outlets—both regional and national—to help them sustain their efforts in exposing corruption and holding power to account. We will support Slidstvo.info, Ukrainska Pravda, NGL.media, and Nikcenter for a limited time, to help them adjust their funding needs and work. We see the risks the investigative media face and remain committed to supporting their work. We will continue looking for additional ways to help investigative media continue their work in investigating corruption cases. 🇪🇺The EU will also provide additional €10 million for independent media and NGOs, to ensure their sustainability and to allow this important pillar of democracy to thrive.   • 🇪🇺 Engaging Civil Society in European Integration: results of the EUACI advocacy call As Ukraine moves forward in its EU accession process, the fight against corruption remains a top priority. Independent research, policy monitoring, and strategic advocacy play a key role in ensuring transparency and accountability — fundamental values of European integration. To reinforce these efforts, the EUACI will support six projects that would strengthen anti-corruption advocacy and analytics in the context of EU negotiations. After a competitive selection process, we are proud to introduce the winning projects: 🔸 NGO Technology of Progress The project aims to strengthen parliamentary oversight and public accountability in Ukraine’s financial sector by providing independent analytical support on tax administration, state audits, and public expenditure monitoring. It will equip policymakers and the public with structured, data-driven insights to ensure Ukraine’s fiscal governance aligns with EU standards, particularly those outlined in Chapter 16: Taxation of the EU acquis. 🔹 Center for Economic Strategy This project will support the harmonization of Ukrainian legislation with EU standards in two areas: Chapter 22 (Regional Policy) and Chapter 16 (Taxation). Through comprehensive legal monitoring and in-depth analysis, the project will identify corruption risks and provide policy recommendations to ensure alignment with European principles. 🔸 Center for Social and Economic Research ‘CASE Ukraine’ Focusing on transparency in taxation and customs, this project will monitor key negotiation topics, and counter harmful narratives. By providing fact-based discussions and multimedia content, it aims to engage the public in the EU accession process and prevent misinformation. 🔹 NGO European Pravda With a strong focus on public awareness, this project will provide consistent, in-depth coverage of Ukraine’s EU accession process. The team will analyze key negotiations, highlight anti-corruption commitments, and advocate for the proper implementation of EU-aligned reforms. 🔸 Civil Society Organization “Anti-Corruption Action Center” This initiative aims to enhance independent monitoring and evidence-based advocacy for Ukraine’s anti-corruption and rule-of-law reforms. By identifying gaps and risks, the project will engage with decision-makers to drive necessary legislative and institutional changes. 🔹 Civil Control Platform Focusing on Ukraine’s cultural heritage, this project will identify corruption risks in the preservation and documentation of cultural sites. By monitoring transparency in five major cities and assessing progress under the State Anti-Corruption Programme, it will propose sector-specific anti-corruption measures.   • ✅ The Government launches the Centralized Procurement Organization under the Agency for Restoration At the initiative of the State Agency for Restoration and Infrastructure Development of Ukraine, on April first, the Cabinet of Ministers has adopted Resolution, introducing a centralized procurement model for large-scale infrastructure projects. ☝️ The European Union Anti-Corruption Initiative (EUACI) is one of the Agency for Restoration’s key partners in reforming the public procurement system within the recovery sector. The overarching goal is to unify all processes, enhance transparency, close gaps for corruption and improve efficiency — thereby enabling the engagement of leading local and international companies in Ukraine’s reconstruction. As part of this cooperation, the EUACI experts have contributed to designing the operational model of the Centralized Procurement Organization (CPO) and will continue to support the implementation of corporate governance elements within the CPO that will have the status of a state enterprise. How will the CPO operate? ▪️ The state enterprise “Infrastructure Projects” has been designated as the CPO. It will operate in a pilot mode for two years under the management of the Agency for Restoration. ▪️ The Regional Offices of Restoration will be required to procure through the CPO. ▪️ The CPO will conduct procurements for construction project reviews and technical supervision, engineering and consulting services, construction works, and road maintenance. What’s next? 1️⃣ The Agency for Restoration and the Ministry for Communities and Territories Development will present the CPO model. 2️⃣ The EUACI and Agency experts will jointly develop an action plan for implementing corporate governance elements within the CPO. 3️⃣ The selection process for the position of CPO’s CEO will be launched.

  • 🔥 How Old-School Canteens are being transformed Most Ukrainian schools have one thing in common: outdated and uninspiring canteens. But change is on the horizon. Our team and partners are collaborating to change this. Across the country, 126 school canteens are undergoing long-overdue modernization. Soon, pupils will once again gather at their favourite tables — only this time in bright, modern, and comfortable spaces. 🤝 The EU Anti-Corruption Initiative (EUACI), in partnership with the Ministry of Education and Science of Ukraine, and the School Nutrition Reform Team, support to make this transformation a reality. The task of the EUACI is to minimize corruption risks during the construction and modernisation of canteens. Last week, the EUACI team, along with participants of a training on procurement during school canteen reconstruction, visited Novorozdil School No. 3 named after Andriy Herhert in the Lviv region. This school is a clear example of how public funds can be effectively and transparently used. The project is now in its final stages of completion. 📸 How it looks now – check at the pictures below Renovation works are on schedule, and the opening of the modernised canteen will be an important event. For EUACI, the greatest reward is to observe happy children enjoying meals in canteens that have passed a transparent, accountable and integrity reconstruction process.
