Enhancing Transparency and Efficiency in Procurement: The Government Approves the Resolution on the Centralized Procurement Organization of the Agency for Restoration To attract the best global and domestic companies, strengthen the trust of international partners, and minimize corruption risks, on April 1st, at the initiative of the Agency for Restoration, the Government approved a resolution aimed at optimizing the procurement process related to construction and related services. This will be achieved through the introduction of unified standards, a control system, and an appropriate level of accountability. According to the resolution, for the first time in Ukraine, contracting authorities will centrally procure not only goods but also works and related services. Key provisions of the Resolution: 🔹 The state enterprise "Infrastructure Projects" has been designated as the centralized procurement organization (CPO) under the management of the Agency for Restoration. 🔹 The Agency for Restoration will coordinate the activities of the CPO. 🔹 Procurement through the CPO will cover: construction project expertise and technical supervision, engineering and consulting services, construction works and necessary goods, as well as the operational maintenance of roads. 🔹 All procurement will be conducted via open tenders, including framework agreements, in accordance with the Law on Public Procurement and the Cabinet of Ministers Resolution No. 1178. 🔹 The Services for Restoration will be the contracting authorities, who are obliged to conduct procurements through the CPO. 🔹 Procurement through the CPO will commence following the relevant order from the Agency for Restoration. “EU standards, minimizing corruption risks, and optimizing costs are the core principles of the CPO’s work. We are laying the foundation for a transparent, internationally recognized procurement system for restoration,” emphasizes the head of the Agency for Restoration, Serhiy Sukhomlyn. International partners, including the EU Anti-Corruption Initiative in Ukraine (EU Anti-Corruption Initiative (EUACI)), were involved in the development of the CPO concept. In the near future, the Agency for Restoration, together with the Ministry of Development, will present the CPO model. Additionally, in the short term, a competition will be announced to select the head of the CPO, and elements of corporate governance will begin to be implemented.
