Happy and proud to be part of the JUPITER AI Factory (#JAIF), which today is the first stop of Henna Virkkunen's tour of the 13 AI Factories currently under construction throughout Europe; Ms Virkkunen is the Executive Vice-President of the European Commission for Technological Sovereignty, Security and Democracy. Of course, AI Factories such as JAIF are only a first step in our quest to establish Europe as a major global player in safe, dependable and sustainable AI, but it is very good to see top-level policy makers like Executive Vice-President Virkkunen take such an active interest. I was glad to have had the chance to present RWTH Aachen University as a hub of AI talent and expertise, and as a key partner in the JUPITER AI Factory. The European Commission has finally unveiled its "AI Continent Action Plan," a move widely anticipated and generally warmly welcomed as Europe seeks to carve out its place in the rapidly evolving landscape of artificial intelligence. This initiative arrives at a crucial juncture, as global competition in AI intensifies, with nations vying for technological supremacy and strategic autonomy. The sheer volume of the proposed investment is noteworthy, with the mobilisation of €200 billion through the InvestAI initiative, including a dedicated €20 billion earmarked for AI gigafactories. This level of ambition marks a significant step up from previous, perhaps more tentative, initiatives. I enthusiastically salute the Commission’s repeated statement that this initiative is “akin to a CERN for AI”, a goal we at CAIRNE have worked hard for since 2018. While the plan seems to deviate much from a CERN for AI, at least so far, it is an important step in the right direction, and the inspiration can only help. Is this a turning point? Right now, it reads like a plan for a plan. However, more people than I desperately hope we will look back at today as the day when Europe finally got its car into gear. Europe needs it. 🔧 Bridging compiler prototyping and production — toward the flexible, modular toolchains envisioned in CONVOLVE. This new paper introduces xDSL, a lightweight compiler framework designed to work alongside MLIR, enabling rapid prototyping, teaching, and research in compiler development. xDSL focuses on shared abstractions and interoperability, making it easier to move from exploration to production — key challenges in building composable and adaptive computing platforms. This approach directly supports CONVOLVE’s mission to develop modular, reusable toolchains for future RISC-V-based systems, where flexible compiler infrastructures are essential for integrating diverse accelerators and enabling human-centered design. Ursula von der Leyen announced at the end of January a €50 billion investment by the European Commission, with the ambition of raising another €150 billion in private capital to establish a “public-private partnership, akin to a CERN for AI”. CERN is the abbreviated name for the intergovernmental organisation “European Organization for Nuclear Research” and its esteemed research centre in Switzerland. CAIRNE (previously CLAIRE) was established seven years ago with a clear and ambitious mission. The mission prominently included the creation of a “CERN for AI”—an independent research and innovation hub modelled after CERN. Europe needs a centre where the finest researchers and innovators from the entire European AI community can unite to lead world-class AI research in collaboration with businesses and public organisations. To attain the independence and agility necessary for success, such an organisation should be designed, built, and operated like CERN or ESA (the European Space Agency). The CERN model offers two significant benefits: (1) It consolidates talent, funding, and infrastructure to embark on a grand mission for Europe. By establishing a CERN for AI, we can tackle major technological challenges in developing the AI technologies that Europe needs to address the issues of our times – while respecting European laws, customs, and cultures. (2) As a hub where talent from across Europe collaborates for varying lengths of time, CERN for AI effectively spreads knowledge throughout the continent when researchers return to their institutions, research groups, and companies. In other words, a CERN for AI elevates all of Europe. However, to date, the European Commission's announcement has raised more questions than answers. It remains unclear how, if at all, the Commission's initiative will truly be “akin to a CERN for AI. " We must, therefore, all continue to apply pressure to prevent this idea from becoming diluted or distorted.
