The FIFA male and female Under 17 World Cup, in which I played in the first ever edition in 1985, are to become annual events from 2025 to 2029. It seems the influence of Qatar, alongside Saudi Arabia are now becoming even more acute as the game expands tournaments with little, if any thought or explanation as to how it impacts the players, firstly, the fans or the game around the world. Today, as we saw with the 2030 men’s World Cup which will bizarrely be played over three continents simply to bypass the rules of rotation and clear the path for Saudi Arabia to host 2034, it’s clearly all business. How do countries qualify, if it’s annual? How do young players transition into professional football, if it’s annual and presumably they will need to play a number of qualification games along with the expanded tournament? What about the right of other countries to grow their domestic games through hosting? Why are tournaments being locked up in one country over extended periods? Why 5 years in Qatar, and Morocco? FIFA’s only comment seems to be, we need to use the stadia: ‘FIFA said the decision to choose a single host nation for multiple editions centred on the ability to make “use of existing footballing infrastructure in the interest of tournament efficiencies and sustainability”.’ ‘Tournament efficiencies and sustainability?’ What about the players? And the game? Crazy.

When FIFA announced last year that the 2030 FIFA World Cup would be played in six countries spread across three continents, the reaction was the typical mix of bewilderment and indignation as football’s global governing body had once again outdone itself in making a decision that seemingly ignores common sense. While “celebrating the centenary of the FIFA World Cup” by playing the first three matches in Argentina, Paraguay and Uruguay, the latter of which hosted the first FIFA World Cup in 1930, sounds like a nice idea on paper, South America is a roughly 12-hour flight away from Spain, Portugal and Morocco, where the rest of the World Cup will be played – not exactly ideal for athletes who will have to play in South American winter one day and in Europe’s/North Africa’s summer a couple of days later. Not to mention the ecological footprint of such a global footballing extravaganza. It wouldn’t be FIFA if its latest decision would “only” entail some “logistical challenges”, however. Because once again, the organization notorious for corruption has found a creative way to “follow the money”, so to speak. Splitting the 2030 World Cup across three continents and three confederations allows FIFA to fast-track Saudi Arabia’s hosting ambitions without formally circumventing its own “principle of confederation rotation”. Thanks to the involvement of UEFA (Europe), CAF (Africa) and CONMEBOL (South America) in the 2030 World Cup, the 2034 tournament had to go to Asia or Oceania, despite Qatar having hosted the tournament as recently as 2022. Coincidentally, the Saudi Arabian Football Federation promptly announced its intention to bid for the 2034 FIFA World Cup – a bid that went unchallenged because FIFA set the deadline for member associations to confirm their interest just three weeks from the announcement. As the following chart shows, the quadrennial FIFA World Cup is not only one of the biggest sporting events in the world, but also FIFA’s most important source of income. The sale of rights related to the 2022 World Cup in Qatar alone generated $6.3 billion in revenue for FIFA between 2019 and 2022, amounting to 83 percent of the organization’s total revenue during that period.

How FIFA Rigged Its Process For Saudi Arabia To Host The 2034 World Cup Saudi Arabia has spent years signing big sponsorship deals and rubbing shoulders with FIFA executives in hopes of landing the World Cup. Now, FIFA has manipulated its process to repay the favor. The primary concern is that Saudi Arabia’s hosting agreement requires significant construction. For example, Saudi Arabia plans to build 11 new stadiums from scratch and renovate four existing ones. They must also build over 185,000 new hotel rooms and expand the country’s airport, rail, and transportation systems. The most obvious sign was when FIFA unexpectedly announced its plan for the 2030 World Cup, adding Argentina, Paraguay, and Uruguay to the bid from Spain, Portugal, and Morocco. Each South American country was only awarded one match throughout the month-long tournament. But by dividing the 2030 World Cup among three continents — South America, Europe, and Africa — that left Asia and Oceania as the only FIFA federations eligible to host the tournament four years later, as FIFA rules state that confederation members must wait at least two World Cup cycles before hosting again. Saudi Arabia then announced its intention to bid on the 2034 World Cup within an hour of FIFA’s 2030 announcement. The Asian Football Confederation (AFC) backed Saudi Arabia’s hosting bid on the same day that they made it, and FIFA ended up shortening its typical multi-year bidding process to just four weeks. Australia was also interested in hosting the 2034 World Cup but withdrew from consideration when it became obvious where the process was headed. Saudi Arabia was then the tournament’s only bidder, allowing them to secure the event unopposed. This wasn’t just friendly banter. Real money has been exchanged. FIFA made an entirely new World Cup sponsor category so that Saudi-owned oil company Aramco could give them money.

Unknowns for the Future: There are still many unknowns surrounding the 2034 World Cup in Saudi Arabia. Issues like extreme temperatures, stadium usage after the event, and cultural considerations like alcohol consumption remain to be addressed.
