“I had the immense chance of being hired on Paul Nouba Um’s World Bank Algeria team straight out of my Master. Paul's leadership exposed me to exemplary professional competence, intellectual discipline, respect for political specificities in economic development practice. In the years spent as a team member I learnt from Paul a great deal of telecom policy, regulation, and infrastructure networks. Paul challenged my reasoning by his indefatigable exigence for critical economic thinking and metrics-substantiated evidence. As a young professional I was shaped by Paul’s technical authoritativeness, indefatigable work ethics, patient teachings. What left the stronger impact on me was his profound socio-political understanding and respect for the regional and country context. I observed how this empowered the recipient Government authorities to the full appropriation of their country’s reform, ensuring its sustainability and success, even in a volatile political environment. As the years passed, have I had a doubt on sector regulation, or general infrastructure, Paul was always accessible and keen to help me with his valuable insights, original thinking, substantial knowledge, and guidance. ”
