About us
GCIP is a demand-driven programme supporting sustainable green cities and climate-resilient infrastructure in lower-income countries. As the flagship programme of the UK's Green Cities and Infrastructure Centre of Expertise, GCIP supports UK Government objectives by accelerating investment in, and delivery of, growth-enabling infrastructure and urban development that is responsible, reliable, inclusive, low carbon and climate-resilient. GCIP aims to achieve this by addressing five key barriers: • a lack of prepared, high quality, financeable infrastructure projects; • poor infrastructure governance, weak regulatory structures and policy frameworks; • limited fiscal autonomy and poor financial management in cities; • a lack of effective urban planning and land use; and • limited capacity to support green, inclusive and resilient growth. GCIP is managed by a PwC-led Alliance, including Mott MacDonald, Adam Smith International, Engineers Against Poverty and MDY Legal.

I had the pleasure of participating in the Knowledge Exchange Workshop on Transit Oriented Development (TOD) Implementation in Hanoi, where I had the opportunity to share my thoughts and insights. With Vietnam prioritizing TOD as a key urban strategy under the newly introduced Hanoi Capital Law 2024, this workshop was an important step forward. It is part of the UK Government’s Green Cities and Infrastructure Programme, which is supporting the Hanoi Metropolitan Railway Management Board (MRB) in sharing best practices for TOD-related resolutions. During the workshop, my colleague Prof Ir Sam MS Chow and I discussed integrated approaches to TOD, emphasizing the importance of institutional coordination, as well as supportive planning, regulatory frameworks, financing, and business models. Drawing from our experiences in Hong Kong and Singapore, we also made sure to consider Vietnam’s unique context, ensuring that the lessons shared were tailored to local needs and conditions. 🌍 Strengthening urban resilience in Beira Beira welcomed a UK delegation led by Liz Paterson, Deputy Director of the Department for Finance, Infrastructure and Partnerships Development, to witness first-hand the transformative impact of GCIP. From urban mobility upgrades to coastal protection and climate resilience efforts, our work is helping the city rebuild stronger after extreme climate events like Cyclone Idai. A key highlight? Seeing the resilience of Beira’s communities and their determination to drive sustainable urban development. 🚆🚄Accelerating transit-oriented development in Vietnam with insights from global experts Building on the momentum of previous workshops in Hanoi and Ho Chi Minh City, GCIP, in collaboration with the British Embassy Hanoi and Hanoi Metropolitan Railway Management Board (MRB), hosted a knowledge exchange workshop on transit-oriented development (TOD) on 21 March. With Vietnam prioritising TOD as a key urban strategy under the Hanoi Capital Law 2024, the event brought together over 80 key stakeholders from the Ministry of Construction, city governments and urban transport authorities to address implementation challenges and explore global best practices. We were privileged to hear from leading experts, including Ian Lindsay, Kate Myers, Mukut Sharma, Prof Ir Sam MS Chow, Richard Ford, Tony Chan, Hiroshi Nishimaki and Shi Ming, who discussed global best practices. The discussions underscored the importance of institutional coordination, regulatory innovation and sustainable financing to enable successful TOD implementation in Vietnam. Thank you to all our speakers and participants for contributing to this meaningful exchange. At the end of the event – which was attended by Foreign, Commonwealth and Development Office, MTI Investment AB, Resilience Academy and FSD Africa – three standout innovations were admitted to MTI Investment’s Elevate Blue Incubator programme, where they are being supported to achieve investment readiness over the coming months. It has been a full-on week in Angola with my British Geological Survey colleagues Dr Holly Elliott Dr. Christian Arnhardt Erin Mills as part of our Green Cities and Infrastructure Programme work along the #Lobito Corridor. First an excellent workshop with our partners at the Geological Institute of Angola (IGEO) and signing of a BGS-IGEO MoU, in the presence of Angola's Secretary of State for Mineral Resources and British Ambassador Bharat Joshi. Then a visit to the fascinating Pensana Plc Longonjo and Coola projects organised by Geraldine Tchimbali Máquina and finally a drive along the Lobito Corridor to get a proper understanding of the infrastructure. Particular thanks to Helga Campos for looking after us so well along the way!
