Transforming education systems through data and collaboration so all students succeed. E3 Alliance is a data-driven education collaborative based in Central Texas and now expanding our work across the state. We are helping to build the strongest, most equitable educational pipeline in the country to drive economic prosperity. As a pioneer in collective impact, E3 Alliance partners with a broad range of community representatives to work together on achieving lasting systemic change. OUR WORK Since 2006, we have worked collaboratively to change education systems, working directly with students and families to identify goals, partnering deeply with 15 school districts, eight institutions of higher education, and over 200 businesses, nonprofits, and policy leaders across Central Texas to address complex community issues in education. Our combined efforts seek to improve student outcomes across every demographic of our 600,000 children and students throughout the region — from cradle to career! OUR APPROACH Every initiative of The Blueprint for Educational ChangeTM is powered by data and guided by our Theory of Change, which offers a clear path toward collective action and changes in practice, leveraging data with our Central Texas community to take action together. Forging collaboration was never more important than this past year when new partnerships were created and existing partnerships strengthened as we abruptly shifted from in-person to virtual gatherings. Members of our community persisted through the year as everyone learned to navigate and communicate virtually to advance systems change to build a cultureof high performance for our students.

  • Meet our Susan Dawson Fellow, Cindy Shantell! Cindy Hope Shantell, originally from Kenya, moved to Botswana at the age of 16, where she lived until her recent relocation to Texas. As the firstborn in a family of three, she draws inspiration from her resilient single mother, whose strength and determination fuel her ambition. Currently, an international student at Austin Community College (ACC), Cindy is pursuing a degree in health science with the goal of entering nursing school. Her ultimate dream is to return to Kenya and establish a medical practice that delivers quality, essential care to her community. Outside the classroom, Cindy is the dynamic host of the Bold Way Show on ACC TV and proudly serves as the inaugural fellow of the Susan Dawson Fellowship at E3 Alliance. This transformative experience has given her invaluable opportunities for growth, leadership, and collaboration with our passionate team committed to supporting students and families. Despite her busy schedule, Cindy enjoys walking, reading fictional novels, and cooking, especially perfecting her signature dish: traditional Kenyan Pilau. Job Overview: We are looking for a Research Analyst to conduct statistical analysis of state, regional, and local education data sets — with a focus on workforce pathways research — under the guidance of E3’s Senior Director of Research. The Research Analyst will work with a collaborative team to execute our research and analysis agenda to leverage data and drive action to address disparities and help every child reach their potential. Duties and Responsibilities: • Research Design • Data Analysis • Data Storytelling • Collaboration Qualifications: Education • Master’s or Ph.D. in education or the social sciences or Bachelor’s and five years of experience in research or data analytics. Required Qualifications: • Programming experience in R or Python with up-to-date applied technical skills, including creating visualizations • Strong statistical background in addition to experience in managing and conducting research projects using mixed methodologies • Experience working with large-scale education datasets • Experience in Microsoft Office 365 (especially Excel), Outlook/Exchange, project management tools, team data sharing, and web presentation tools • Demonstrated ability to leverage data and research to help address racial and income disparities in community outcomes • Experience with maintaining confidentiality of work-related information and materials Compensation and Benefits: E3 Alliance is supported by founding partner Austin Community College District (ACC), and through this partnership utilizes ACC payroll and human resource systems. Through ACC, E3 Alliance staff have access to ACC compensation and benefits systems, including generous vacation and sick leave, insurance, and other benefits.   • Empowering Emergent Bilingual Success: National Alliance for Partnerships in Equity and E3 Alliance Collaborate on Innovative Workshop Supported by the Greater Texas Foundation, the initiative provides school districts with essential tools to promote educational excellence. The National Alliance for Partnerships in Equity (NAPE) and E3 Alliance are thrilled to announce a collaborative effort to host a transformative program tailored specifically for Central Texas school districts. This initiative, made possible by the generous support of the Greater Texas Foundation, aims to enhance educational outcomes for Emergent bilingual students within the region’s schools. The program will kick off with a two-day in-person workshop on June 3 and 4, 2025, from 9 A.M. to 3 P.M. at the Austin Community College Highland Business Center - Board Room 201, located at 5930 Middle Fiskville Road, Austin, TX 78752. Participants will engage in a research-grounded interactive workshop to acquire insights to drive actions for enhanced graduation rates, increased dual credit engagement, timely access to Algebra 1 by 8th grade, and improved college and career readiness of Emergent bilingual students. “Leading for Emergent Bilingual Success equips educators with strategies that uplift student self-efficacy and academic performance,” says Heather Salaz, Director of Strong Foundation of E3 Alliance. “We are committed to enhancing community engagement, policy awareness, and creating supportive learning environments where every student can thrive.” The work is anchored in rigorous research to increase student self-efficacy and school performance. This program emphasizes the importance of reflecting on policies, procedures, community engagement, and student interactions to create learning environments where every learner can thrive. Building on the workshop experience, participants will implement Action Research Projects (ARPs) to identify opportunities for improvement, measure baseline metrics, apply NAPE’s proven strategies, and assess outcomes. These new initiatives will collectively foster a culture of continuous improvement and strategic enhancement in educational practices. The culminating event will be an ARP Showcase in May 2026, where participants will present their Action Research Projects, share lessons learned, and collaboratively determine future steps in promoting emergent bilingual success in our schools. Salaz stated, “The NAPE training has proven to be useful and effective, as evidenced by our increases in attendance, engagement, and performance.   • E3 Alliance Calls for Stronger Focus on Certified Teacher to Secure Student Success in Texas New Analysis Highlights the Critical Role of Certified Educators in Improving Academic Outcomes E3 Alliance a leading nonprofit dedicated to education in Texas, calls for immediate policy action to prioritize certified teachers as a critical strategy for improving student outcomes. With ongoing teacher shortages across the region, particularly in rural areas, E3 Alliance stresses that only through investing in certified educators can Texas ensure all students receive the high-quality education they deserve. Recent analysis highlights a stark difference in student achievement between classrooms led by certified teachers and those with uncertified educators. In the 2022-23 school year, Central Texas had approximately 92.7% certified teachers, yet rising shortages have led to an increase in uncertified educators, jeopardizing student success. “Effective teaching is the foundation of successful education,” said Priscilla Flores, senior director of policy at E3 Alliance “Certified educators bring essential expertise and foster collaborative learning environments, crucial for early literacy and numeracy.” The Importance of Certified Teachers In Texas, certified teachers undergo extensive training, including preparation programs, exams, and classroom experience, equipping them with critical skills in classroom management, lesson planning, and addressing diverse student needs. Research shows that students taught by certified teachers consistently outperform peers in math and reading. In rural districts, where nearly 80% of educators are uncertified, reliance on these educators risks significant learning setbacks. Risks of Uncertified Teachers Uncertified educators often lack the training needed for effective instruction, which can lead to three to four months of academic losses in key subjects. Their challenges in classroom management and curriculum delivery further hinder student progress. Additionally, uncertified teachers have much higher turnover rates, significantly impacting classroom stability and student engagement. Urgent Call to Action E3 Alliance calls on Texas policymakers to prioritize certified educators to address the growing teacher shortage. The newly formed Teacher Vacancy Task Force (TVTF) aims to tackle this issue with objectives like increasing teacher compensation, supporting underserved areas, and launching residency programs with mentorship opportunities. While uncertified teachers play a role in filling gaps, the future of Texas education relies on certified teachers.   • Honoring Change: Karl Nichols Named a Vanguard Honoree by BMe Community Karl Nichols, renowned fundraising expert from E3 Alliance, has been honored as a Vanguard Honoree by the BMe Community. Nichols stands among 15 distinguished Black leaders who have earned the admiration of their peers and communities through their steadfast dedication to fostering opportunities for all to Live, Own, Vote, and Excel in America. The BMe Vanguard program is dedicated to uplifting inspiring Black leaders and promoting their well-being, financial empowerment, and collaborative efforts for social impact. The honorees exemplify the #NextNarrative philosophy by highlighting individuals through their aspirations and contributions rather than limiting them by stigmas. “I am humbled and honored to be awarded this distinguished award by BMe Vanguard. My life work both visibly and behind the scenes has been to advance plight of African Americans through service, advocacy, and philanthropy,” expressed Karl Nichols, Senior Director of Development. “My hope is this award, and partnership will give me the much-needed tools and platform to accelerate those efforts to new levels. I am so grateful for the honor.” Created in 2013, the scope of this life-changing honor includes a $10,000 angel grant for Honorees’ social impact initiatives, plus lifetime access to BMe’s leadership enrichment programs and community, beginning with a 4-day Florida retreat. According to independent research by Penn State University’s Clearinghouse, BMe Vanguard’s expanded knowledge, influence, and networks have enabled them, on average, to raise 54 times BMe’s initial angel grant. This is true even though 66% of their more than 650 initiatives were unfunded before BMe’s endorsement. Additionally, 88% of BMe Vanguard report improved emotional and physical health, 94% form meaningful new bonds with their peers, and 100% voluntarily collaborate with others in BMe Community for much greater impact and well-being. Through its Vanguard Program, BMe Community empowers awardees to lead with narratives focused on Black aspirations rather than limitations. Awardees gain access to expert insights and networks, along with the $160,000 in grants dedicated to advancing their impactful work.
