    This month's Cordis Pulse includes the first findings from the systems-wide evaluation of homelessness and rough sleeping, delivered by Cordis Bright in partnership with CHI and RSM. It's the first time a government has taken this kind of whole-systems approach to evaluating homelessness policy - and there's a lot in it. The emerging findings echo what many in the sector have been saying for a long time: there's still too much focus on crisis response, and not enough on prevention. If we want to make real progress, cross-government coordination and a shift in where effort and investment is focused will be key. The next phase of the evaluation will dig further into how and where meaningful change can happen, and it'll be interesting to see how government engages with these findings - particularly given how politically tricky long-term, preventative reform can be.     Spent yesterday at the Children & Young People Now Evaluation, Evidence & Impact conference. One session that really stuck with me was Fiona Richardson's talk on how research evidence fits (or doesn't fit) into commissioning. She painted a realistic (and v familiar) picture. Despite formal processes, commissioning is often shaped more by budgets, staffing, local politics and practical constraints than by structured evidence reviews. When there's churn in staff or limited time to engage with guidance, research can easily get lost in the noise. It was a good reminder to think about what can help bring evidence back into focus. Champions who signpost colleagues to relevant tools, leadership that builds an evidence-informed culture, and above all, motivation - hearing directly from others that "this worked for us" can have far more influence than the most rigorous study. At Cordis Bright, we spend a lot of time thinking about this - not just how to generate strong evidence, but how to make it land. It's not enough to produce robust findings - we need to support commissioners to build a culture where evidence is part of everyday decision-making, and to use research with confidence.

  • 🚀 New report published! 🚀 We’re excited to share our evaluation of the Shaping Places for Healthier Lives (SPHL) England programme – a three-year initiative (2021–2024) funded by the The Health Foundation and delivered with the Local Government Association. SPHL supported five local authority-led teams to apply complex systems approaches to tackle public health challenges in their local areas, including food security, mental health, and fear of violence and crime. As independent Learning & Research Partners, Cordis Bright, PPL and Cobic explored how these teams developed their own complex system approaches with a view to creating long-term, system-wide change. 🔎 Key insights: ✅ Complex systems approaches can be impactful: A complex system approach can be applied to systems of different sizes and configurations. ✅ Taking a complex system approach is challenging: It’s especially hard to create the time to step back and reflect on the system as a whole, when local authorities and their partners are under so much pressure to deliver. ✅ Challenges can be overcome with the right support: With the right mix of skills and attitudes in the project team, a supportive local policy environment and back from strategic system leaders, it is possible to apply complex system approach to public health challenges. The learning from SPHL England provides a roadmap for future initiatives supporting the use of complex system change approaches. 📩 We bring considerable expertise in systems thinking.     We’re excited to announce that the first report from our ground-breaking evaluation on homelessness and rough sleeping has been published. This is the first time the government has taken a comprehensive look at the systems that impact homelessness. Our evaluation has uncovered significant barriers, including fragmentation, overlapping funding streams and misalignment with policies across various government departments and their partners. While this is complex, challenging work—especially when trying to determine cause and effect within interconnected systems—the insights we’ve gained are already driving positive change within government. The Systems-wide Evaluation of the homelessness and rough sleeping system was led by the Centre for Homelessness Impact, and our delivery partners Cordis Bright and RSM UK Consulting, commissioned by the Ministry of Housing, Communities and Local Government (MHCLG).
