The ASEAN Simplified ESG Disclosure Guide for SMEs in Supply Chains Version 1(ASEDG) was released this week by the ASEAN Capital Markets Forum, a high-level grouping of capital market regulators from all 10 ASEAN jurisdictions, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. This work was led by the Securities Commission Malaysia and supported by Capital Markets Malaysia based on our experience in developing the SEDG. Launched by the Prime Minister of Malaysia at the recent ASEAN Investment Conference, the ASEDG is aimed at equipping SMEs across ASEAN operating within global and local supply chains with a simplified reference guide to report on ESG to customers, financiers and investors. It streamlines and consolidates various global ESG reporting frameworks, as well as local guidelines and frameworks of each of the ten ASEAN member states into a set of 38 priority disclosures which SMEs can consider tracking and reporting against. For those familiar with the Malaysia SEDG, the ASEAN SEDG is aligned with all 35 disclosures in the Malaysia guidance. Based on stakeholder consultations across the 10 ASEAN states, two additional environmental disclosures: ASEDG E1.7, ASEDG E3.2 and one additional social disclosure ASEDG S2.3 have been included bringing the total number to 38. Capital Markets Malaysia (CMM) is the brand name of the Capital Markets Promotion Council (CMPC). The CMPC was established in 2013, as part of the efforts of the Government of Malaysia and the Securities Commission Malaysia (SC) to promote the country's value proposition to the world. The SC officially launched the CMM brand in 2014, to drive the domestic and international profiling of the Malaysian capital markets – as a multi-faceted landscape with an extensive array of conventional and Islamic products, supported by a strong governance framework. CMM plays a pivotal role in ensuring efficient coordination between the various stakeholders vis-à-vis showcasing Malaysia’s capital market expertise to global investors, issuers, intermediaries and other market participants. In line with its mandate, CMM actively engages with both local and foreign players to facilitate their involvement in the Malaysian capital markets via issuances and investments.

The size of Malaysia’s capital market reached an all-time high of RM4.2 trillion in 2024, up from RM3.8 trillion in 2023, driven by growth in stock market capitalisation and outstanding bonds and sukuk. AUM in the fund management industry also saw a record high of RM1.1 trillion, surpassing the RM1 trillion mark, due to strong global equity market performance. Significant growth in fund-raising activities, with RM138.9 billion raised in 2024, compared to RM127.7 billion in 2023. This included a record 55 IPOs listed on Bursa Malaysia, which raised RM7.42 billion, more than double the RM3.6 billion raised in the previous year. In February 2024 Capital Markets Malaysia and the Climate Bonds Initiative jointly launched a Transition Strategy Toolkit to support companies across ASEAN seeking to establish credible and ambitious transition plans. Malaysia's capital market ends 2024 on a high note, with Bursa Malaysia reporting it's highest number of IPO listings (55) in nearly two decades. Bursa also took top spot among ASEAN exchanges in terms of the number of IPO listings and total IPO funds raised. Of the 55 IPOs, 11 were Main Market listings and 40 others were ACE Market listings. The remaining four IPOs were LEAP Market listings (versus one in 2023). Several key initiatives driven by Bursa and the Securities Commission Malaysia, including the three-month approval period for IPOs on the Main and ACE Markets have helped spearhead this strong IPO momentum.
