About us
The role of the Housing Finance Agency is to facilitate and support the delivery of Social Housing in Ireland and we have been doing this successfully for nearly 40 years. Established as a State-owned company in 1982, the HFA provides loan finance to local authorities, approved housing bodies and Higher Education Institutions for housing and related purposes. The HFA operates within a fast-moving environment. Lending to our customers is at record levels with continued growth in finance to AHBs and local authorities for the development of social housing, as well as the introduction of lending to universities for new student accommodation – an area that is likely to see growth over the next few years. This is enabled by the availability of low cost long-term fixed rate finance from the National Treasury Management Agency (NTMA) and supranational banks such as the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB). Our customers continue to avail of our excellent 25- and 30-year fixed rate finance which offers low interest charges and certainty in repayments. Individual borrowers also benefit from these long-term products in the form of the successful Rebuilding Ireland Home Loan offered by local authorities and financed by the HFA, and for which additional funding was arranged in 2019. The HFA had an outstanding loan book of €4.7 billion at end-2019 which comprised almost 9,000 loans.”

The sun was shining in Limerick on Wednesday as the HFA attended the opening of Threshold Ireland's new regional office at Steamboat Quay, which was officially opened by John Moran Mayor of Limerick with Threshold CEO John-Mark McCafferty. The HFA is delighted to have supported these wonderful facilities in the heart of Limerick city through our Social Investment Fund (SIF), which awards community project funding. Funds from the SIF went to the completion of its ground floor, which consists of a public-facing area with dedicated client rooms, and the addition of a community training hub which will be used by other frontline advice centres and by civic groups. We look forward to seeing the positive impacts Threshold delivers for the local community through Steamboat Quay.

The Housing Finance Agency would like to wish Brian O'Gorman a happy retirement as he steps down as Chief Executive Officer of Clúid Housing. For 25 years he has been a tireless worker at the forefront of the Social and Affordable Housing sector, creating sustainable and happy homes and communities for thousands of families and individuals. It has been a pleasure to work with Brian over the years and and we look forward to collaborating with his successor and all the team at Clúid for many years to come.
This year, we will say thank you and farewell to Brian O'Gorman as Chief Executive of Clúid. Brian tells us “After 30 years with Clúid I will be retiring this year. It has been a genuine privilege to have worked alongside so many extraordinary people and met so many remarkable residents and partners. It is pleasing to witness the growth in scale and influence of housing associations across social, affordable, supported and age-friendly housing.“ Brian has always worked in the not-for-profit housing sector, starting with Threshold where his focus was supporting people in the private rented sector as well as mortgage arrears and the issues following the de-control of private tenancies. He then moved to the homeless charity Focus Ireland working in housing policy. Later, he studied housing at the Ulster University and joined Clúid as the organisations first employee in 1994. Brian has been the CEO of Clúid since 2000 and has been keen to contribute to the wider Approved Housing Body sector in Ireland, attempting to shape national policy for the benefit of the communities we serve as well as future residents. Clúid now houses some 32,000 residents. Brian continues, “The advertisement seeking a new CEO for Clúid is now live. I will miss being part of the next chapter but will be ‘cheering from the sideline’ as Clúid continues to flourish. I will be leaving with a renewed belief in the benefits of homes and services provided by non-profit housing associations. To me, housing association activity, in developing a sizeable number of homes made available to serve successive generations of Irish households, is the route to a stable and thriving housing sector.” On behalf of all past and current members of the Clúid team, we would like to say thank you for your determination, leadership and passion over the years and wish you the very best for the next chapter. #Clúid #LeadingTheWayHome

Congratulations to Tuath Housing Association and Waterford City & County Council on the delivery of this development of nearly 100 Cost Rental and Social homes in Waterford, delivered with the support of HFA financing. We wish all of their tenants the very best.
The final phase of delivery at Mountneil is now complete! With 49 Cost Rental and 49 social homes, Mountneil in Carrickpherish marks the first Cost Rental homes to be delivered in Waterford by an AHB. With the support of Waterford City & County Council, these homes were delivered through a blend of funding from the Department of Housing, Local Government and Heritage via the Capital Advance Leasing Facility loan and Cost Rental Equity Loan along with the Housing Agency and Housing Finance Agency.
