🌍 African nations, despite contributing little to global emissions, bear the greatest impact of climate change. This week, the International Maritime Organization (IMO) is holding crucial talks on reducing emissions from international shipping. As the IMO considers implementing an emissions levy, there's a unique opportunity for Africa to lead the way in producing green fuels like green ammonia, powered by renewable energy from countries such as Egypt, Kenya, and Namibia. If the levy is strong enough, it could shift the sector away from fossil fuels, fostering the uptake of clean alternatives. Africa's potential to become the renewable energy breadbasket of the world is real, with the potential to create millions of jobs and produce green hydrogen at scale. Policy at a Crossroads: MEPC 83 Must Get It Right for Zero-Emission Shipping This week, negotiators at the IMO’s MEPC 83 are making decisions that could define the future of global shipping — and whether we reach the climate targets the industry has committed to. The debate centers around a proposed two-tier greenhouse gas fuel intensity (GFI) standard that includes credit trading and rewards for zero- and near-zero (ZNZ) fuels. While compromise is necessary, the current proposals risk delaying the very transition we need if the wrong choices are made. The problem? Surplus Units being counted on are too volatile to serve as the backbone of this system. Our analysis at RMI shows that SU prices could swing wildly based on uncertain supply and demand dynamics. In some scenarios, this variability could drive annual ZNZ reward costs up by $30 billion, or allow fossil-fueled ships to undercut clean options well into the 2040s. This instability discourages investment in clean fuels — the very technologies we need to scale rapidly. Investors require predictable, bankable cash flows to back capital-intensive fuel production and infrastructure. We’ve seen this playbook succeed in power markets through mechanisms like Contracts for Difference. What’s the fix? 1) Commit to a “wide gap” GFI trajectory – one that limits incremental solutions and sends a strong demand signal for true zero-carbon fuels 2) Adopt a fixed, predictable reward mechanism for ZNZ fuels, funded through the IMO’s Net-Zero Fund – not through unstable SU trading 3) Ensure design elements like Z-factors and fuel thresholds are clear and ambitious, with a Tier 1 Z-factor of at least 60% by 2030 This is not just a technical fix. It’s a strategic choice between short-term flexibility and long-term success. If we want to meet our climate goals, we must build a policy architecture that enables investment, innovation, and impact – not one that delays and defers. The message from our modeling is clear: More SUs = more volatility = less ZNZ uptake Less SU reliance = more stability = more ZNZ uptake Let’s get this right. In today’s green hydrogen country profile update, we’re shining the spotlight on South Africa. With abundant solar and wind resources, and 91% of the world’s platinum group metal reserves, South Africa is uniquely positioned to scale clean hydrogen production and support global decarbonisation. ▶️ South Africa’s Hydrogen Society Roadmap outlines the government’s vision to become a major green hydrogen exporter by leveraging its solar and wind resources. The country is actively rolling out strategic projects tied to its Just Energy Transition Partnership. ▶️ Key initiatives include the Boegoebaai Green Hydrogen Project and partnerships with the private sector to scale hydrogen hubs and infrastructure. In March 2025, the EU announced a €4.7 billion Global Gateway investment package, with a significant portion dedicated to supporting South Africa’s clean and just energy transition — including financing for green hydrogen production, critical mineral value chains, and green logistics. 🔗 To find out what else South Africa is working on in its green hydrogen journey, check out GH2’s newly updated country portal: https://lnkd.in/eVPMBvUu 

🌿 As the climate crisis deepens, a crucial question emerges: can we grow food without growing emissions? Synthetic nitrogen fertiliser accounts for 1-2% of global CO₂ emissions, with over 70% of ammonia production going into fertilisers. Yet according to @Agora Industry's Global Green Fertiliser Tracker, only 0.3% of global ammonia production is currently renewable. The landscape today: ➡️ Only four renewable fertiliser production sites are operational globally ➡️ Another four expected to launch soon ➡️ Combined capacity: just 61,000 tonnes/year of green ammonia compared to 180 million tonnes total production The cost challenge remains significant: green ammonia costs ~$1,300/ton versus $600-700/ton for conventional ammonia in Europe. However, in China, green ammonia production costs have already dropped to $670/ton. The key insight from Agora Industry? The green premium is most viable when absorbed by downstream actors—food brands, retailers, and agri-processors. Companies like Nestlé, PepsiCo, and Unilever are already locking in offtakes, with the final impact being just a few cents per consumer product. The RMI Green Fertiliser Market report (2024) outlines promising pathways to scale: bringing production closer to farms with local renewable energy, retrofitting existing ammonia plants, and creating supportive policy frameworks through carbon pricing and buyer alliances. With these measures, RMI estimates green fertiliser demand could grow tenfold in the next decade. Notable developments: 🇮🇳 India: Under the National Green Hydrogen Mission, India has committed to producing 5 MTPA of green hydrogen by 2030. In March 2025, 450,000 tonnes/year of green hydrogen capacity was awarded, with AM Green securing a 90,000-tonne/year allocation. 🇲🇦 Morocco: OCP Group has committed $13 billion to decarbonise its fertiliser value chain, with a major green ammonia project near Tarfaya. Production starts at 200,000 tonnes/year in 2026, scaling to 3 million tonnes by 2032. In Southern Africa, where fertiliser prices are 2-3x above global norms, decentralised green fertiliser production could stabilise prices and improve yields while reducing import reliance. 🚨  The IMO negotiations have reached a critical moment: The EU needs to stay on course to promote a global scale-up of renewable hydrogen and derivatives (e-fuels). 🌐 Why? In the absence of viable direct electric alternatives, e-fuels are the only large-scale long-term solution for decarbonising maritime shipping, but they now need a positive global tipping point to actually scale up. 💰 What’s at stake: The revenue generation potential to support e-fuels and a just transition varies by a factor of 3 to 4 between the different policy options: • J9 (no levy): ~ $22-32 billion p.a. • ICS compromise (weak levy) + GFS: $26-36 billion p.a. • ICS compromise (strong levy) + GFS: $84-127 billion p.a. 👎 Overall, J9 brings uncertainty, weak to no signals for e-fuels production and significant challenges. 👍 At the other end, the ICS compromise (strong levy) + GFS is the most predictable and sends a strong policy and market signal. 👉 Therefore, the EU should maintain its support for a strong levy to make shipping the global driver of green hydrogen and derivatives - as e-fuels and renewable feedstocks for no-regret applications. 🙏  A big thank you to Tristan Smith and team for their great work on evaluating the policy options. The country is actively exploring green hydrogen as a strategic pathway to meet its climate goals and boost industrial development. ▶️ Ethiopia’s renewable expansion also includes the 300 MW Aysha-1 wind farm, developed by AMEA Power in partnership with Ethiopian Electric Power - የኢትዮጵያ ኤሌክትሪክ ኃይል.
