About us
We are a team of landscape architects, urban designers, and site planners. Since 1976, PWL Partnership has transformed built and natural environments into vibrant and memorable destinations in ways that honour the cultural, historic and environmental attributes of a place. Each PWL project is infused with research and rooted in context resulting in thoughtful, site-responsive places. We believe even the boldest landscape architectural statement needs to be practical in function, so we begin every project by considering its anticipated users and then create spaces that will be enriched by future generations. Our goal is to have every landscape be truly regenerative— to give more than it takes. For us, every project is an opportunity to tell a story—one stamped with history, firmly rooted in the present, and pointing towards a long, sustainable future. That’s why every project we create is unique. In our first 40 years, we were behind some of the most significant developments in Metro Vancouver—from False Creek to Coal Harbour. We contributed a full range of services from site planning to community engagement, visual details to building positioning. Now, as we grow, we are putting our stamp on placemaking projects across North America, creating opportunities for dense populations and nature to thrive together.

We’re thrilled to partner with the City of Vancouver and Diamond Schmitt on rezoning City-owned lands at Pacific and Hornby. This transformative project will breathe new life into underutilized properties, creating a vibrant mixed-use development that addresses critical rental housing needs. Designed with a focus on community impact, this project provides more than just housing—it creates accessible greenspaces, fosters social connections, and contributes to a sustainable urban future. Key features include: The Burrard Steps – A terraced civic plaza that provides a vital pedestrian connection between the bustling Burrard Street corridor and the waterfront at False Creek. Neighbourhood Courtyard – A welcoming universally accessible public space, activated with retail, amenities, and a publicly accessible green space at its heart. Farmer’s Market Plaza – a sun-drenched terraced plaza space offering a much-desired space for farmers' markets and other mobile food vendors. Exciting news! New Westminster’s City Council has endorsed the long-term vision for the neighbourhood around the 22nd Street SkyTrain Station! Over the past two years, MODUS collaborated with City staff and our amazing team to: ● Host community engagement with local groups, youth, and stakeholders ● Run an international ideas challenge, receiving 80+ bold submissions for a climate-friendly neighbourhood ● Work with local First Nations to explore opportunities ● Develop a plan focused on climate action and BC’s housing mandates for Transit-Oriented Development Thanks to everyone who was involved in the process, and to our partners: City of New Westminster, PWL Partnership Landscape Architects Inc., Introba, Cory Douglas, Mark Busse, Deltares, Scot Hein, Mott MacDonald. Thrilled to see the 22nd Street EcoVillage plan advancing under the new Provincial Transit-Oriented Area (TOA) legislation! The plan for the new 22nd Street EcoVillage is poised to accommodate another third of the current population of New Westminster within walking distance of the 22nd Street Skytrain Station. Increased density within the primarily single-family neighbourhood will pay for a host of community amenities including new park space, blue-green infrastructure, community and cultural facilities and pedestrian-oriented streets. A huge kudos to the team at MODUS Planning, Design & Engagement, Cory Douglas, Mark Busse, and the City of New Westminster for their outstanding collaboration on this new urban village for New West. We’re proud to be part of such an impactful project!
