📢 GIZ-SLOCAT NDC Transport Tracker releases first summary analysis of transport in new NDCs! We went through all third-generation Nationally Determined Contributions (NDCs) until now. This first analysis provides some key inputs on the role of transport in the new 2025 #NDCs: Key inputs: - Progress on targets in newest NDCs identified; - NDCs embrace a wider portfolio of transport mitigation actions but put a strong focus on electrification; - Climate actions on transport mostly point towards road vehicles; - Actions on adaptation and resilience remained limited; - The full potential of a balanced Avoid–Shift–Improve approach remains untapped; - Freight emissions growth continues unabated; This first analysis is just an outline a wider assessment. Towards the UN Decade of Sustainable Transport: A Multi-Stakeholder Workshop! Last week, we had the pleasure of co-organising a multi-stakeholder workshop with FCDO Services Foreign, Commonwealth and Development Office - Research, Science and Technology, High Volume Transport Applied Research and, Canada’s International Development Research Centre (IDRC), in collaboration with FIA Foundation, Kuehne Climate Center and World Resources Institute. The workshop brought together a mix of participants from diverse professional backgrounds, geographies and transport development contexts, with the aim of contributing to the preparations of the first ever UN Decade of Sustainable Transport. In-depth discussions focused on priorities and actions to accelerate efficient sustainable transport solutions that drive resilient economic growth and enhance social inclusion and quality of life in a liveable planet, with special emphasis on low- and middle-income countries. Participants also reflected on how to strengthen international multi-stakeholder cooperation and partnerships around the goals of this UN Decade. Building upon the Paper “Inputs to the UN Process” published last year in collaboration with the UK-funded High Volume Transport Applied Research Programme and aimed as stakeholder input in support of the ongoing works on the UN Implementation Plan, in 2025 SLOCAT aims to contribute priorities and actions for transforming transport systems and services, as well as an ideas paper on international multi-stakeholder cooperation aligned with the goals of this UN Decade. Ecuador’s NDC3.0 places strong emphasis on clean technologies, sustainable mobility, and a just transition. With transport responsible for 39.98% of Ecuador’s total CO₂ emissions, action in this sector is central to achieving climate goals. Economy-wide target: - Ecuador commits to an unconditional reduction of 7% below 2010 levels by 2030, and a conditional reduction of up to 8%. Transport-related mitigation actions include: - Expansion of the energy matrix to include both conventional and non-conventional renewable energy sources - Promotion of clean technologies and energy efficiency, especially in the transport sector - Support for a just transition that reflects local contexts and improves living conditions - Promotion and development of sustainable mobility across all transport modes Ecuador’s NDC positions transport as a key pillar of a broader low-emission development strategy, aligned with national priorities for equity and sustainability. ☀️ Uruguay was the second country in Latin America to submit a new NDC – with transport at the heart of its climate strategy. Transport accounts for 50.61% of Uruguay’s total CO₂ emissions, making it a critical sector for action. Singapore’s new NDC aligns its land transport plans with the outcomes of the first Global Stocktake from COP28– underscoring the urgent need to reduce road transport emissions through a variety of pathways. 📌 Key insights from Singapore’s NDC: - Transport accounts for 12.7% of the country’s total CO₂ emissions. - Economy-wide target: - Reduce greenhouse gas emissions by 45 to 50 million tonnes of CO₂eq by 2035. Mitigation actions focus on shifting behaviour and transport infrastructure investment: - The "Walk-Cycle-Ride" strategy encourages active mobility, and prioritises public and shared transport as the primary modes of travel. - Expansion of cycling and metro infrastructure to make low-carbon transport more convenient. - Carbon tax and fuel excise duties on transport fuels to support decarbonisation. Zimbabwe’s new #NDC reflects a challenging context for #ClimateAction in the transport sector. While transport accounted for 22.19% of Zimbabwe’s total CO₂ emissions, the new NDC no longer includes transport-specific measures. Notably, the country reports that all three transport activities from its previous NDC have been halted. 📌 Key points from Zimbabwe’s 2024 NDC: Economy-wide target: - Reduce greenhouse gas emissions by 49,945.40 Gg CO₂eq by 2035. - Projected increase in emissions removals: from 19% in 2023 to 40% by 2035. Adaptation actions: Focus on developing and adopting climate-resilient infrastructure standards. The NDC highlights multiple barriers to progress: - Geopolitical instability - Limited access to climate finance - Shifts in methodological approaches - Population growth pressures Despite these setbacks, Zimbabwe’s focus on infrastructure resilience remains a priority.
