The KIWALA (IMO 9332810) is an eighteen-year-old, 244-meter crude oil tanker. On Friday, the #EstonianNavy intercepted, boarded, and detained her in the Baltic Sea, citing a lack of legitimate flag state and valid insurance and her inclusion on EU, UK, Canadian, and Swiss #sanctions lists. Despite flying the Djibouti flag, the KIWALA’s registration was found to have been invalid since January 2025. Onboard, inspectors uncovered 40 deficiencies and detained the vessel. Her last registered inspection was in July 2024 at Novorossiisk, #Russia, where no deficiencies were found. The KIWALA is an example of a typical "#shadowfleet" vessel, having repeatedly changed her name, flag, and ownership structure in recent years to dodge regulators. In #NATO states and further afield, there has been a renewed effort to enforce international maritime sanctions. On the 4th of February 2025, SynMax's maritime domain awareness platform, Theia, identified what appears to be #Iran’s second MAKRAN-Class Forward Base Ship under construction. The 183-meter converted oil tanker was detected in a dry dock at the Iran Shipbuilding & Offshore Industries Complex (ISOICO), 36 km southwest of Bandar Abbas. In recent years, this dry dock has been employed to repurpose and repair Iranian naval vessels, including the construction of the SHAHID BAGHERI unmanned aerial vehicle (#UAV) carrier. The second MAKRAN-Class vessel was sighted alongside another #tanker of identical length, which could indicate that a third MAKRAN-Class vessel is planned. The second MAKRAN-Class vessel is 46 meters shorter than the first ship in the class, the IRIS MAKRAN, and as a result, the 40m forward flight deck platform is half that of the IRIS MAKRAN’s. Despite this, the second MAKRAN-Class vessel houses a 32m2 flight deck- the same size as that found on the #IRISMAKRAN. On the 10th of February, the vessels were imaged as the dry dock was flooded, indicating that the second-in-class vessel was ready to be floated out. On the 25th of February, #Theia detected her anchored 4 km south of the dockyard, and again on the 4th of March, anchored approximately 2.5km from the SHAHID BAGHERI in an anchorage frequented by Iranian #military vessels. By the 8th of March, the second MAKRAN-Class vessel was docked at the #ISOICO shipyard, where sustained crane activity suggested that further work had been carried out. Theia continues to detect her, most recently on the 6th of April, alongside the ISOICO dock. On the 29th of June 2024, SynMax's maritime domain awareness platform #Theia detected 200 AIS dark vessels that matched the Chinese Maritime Fishing Militia's description in the Union Banks, South China Sea. Part of the contested #SpratlyIslands, the Union Banks are claimed by the PRC, Vietnam, and the Philippines. By the 29th of July 2024, only 40 vessels were detected in the same area.
