Looks good, Kieran, I like the structure. Just two comments from me - to improve the timeliness and efficiency, the Workshop can be split into two or three parallel - dealing with Budget, Technical Requirements  and Administration separately. Also, this would fall in line with need-to-know basis. Another thing would be "Board of Directors" - that could be a project sponsor or just a person or two higher up in the hierarchy who can support the whole project from organizational point of view and push through red tape whenever necessary.
