Access to early learning programs has historically been reduced to a quantifiable analysis of supply and demand. These studies are useful in determining whether there are enough early care and education spots to meet the perceived demand within a given geographic boundary. Where they fall short, however, is in qualifying how well the supply meets the needs of the population, beyond simply ensuring there are enough seats for children who may be in need. Early Learning Indiana has developed a methodology called the Early Learning Access Index to both qualify and quantify child care access throughout Indiana. Young children deserve to learn and grow in safe, healthy, and stimulating child care environments. That's why the Buffett Institute, Child Care Aware of America, Local Initiatives Support Corporation (LISC), and Early Learning Policy Group, LLC held an early childhood facilities roundtable meeting last week outside Washington, D.C. This state and national workgroup discussed how to invest in and improve early learning settings.

Inadequate resources coupled with unmet expectations, can not help but create exclusionary conditions. We won’t change what isn’t working by simply complaining about it. Check out NIEER’S report on how states can bring Home-based Child Care into the PPK community by equipping them to rise, instead of holding them back. “Exploring Funding for Family Child Care in Public Preschool Programs addresses how much (based on cost) and how FCC educators should be funded. The report highlights that inadequate state pre-K funding makes it difficult to create a high-quality mixed delivery system, especially one that is inclusive of FCCs.”
The inclusion of FCCs in public pre-K in a way that supports quality learning environments requires adequate funding. Know Your Legislators: Identify who your local legislators are and understand their positions on education. Knowing their priorities and voting history can help tailor your message. 3. Clear and Concise Communication: When reaching out to legislators, be clear and concise. Explain the issue, why it matters, and what specific action you want them to take. 4. Personal Stories: Share personal stories or anecdotes that highlight the impact of early learning. Personalizing the issue can make it more relatable and compelling for legislators. 5. Use Multiple Channels: Engage with legislators through various channels such as emails, phone calls, social media, and in-person meetings. Diverse approaches can increase the likelihood of your message being heard.6. Build Relationships: Develop ongoing relationships with legislators and their staff. Regular communication can help keep the issue on their radar. 7. Join or Form Advocacy Groups: Collaborating with like-minded individuals or groups can amplify your voice and demonstrate broader community support. 8. Follow Up: After initial contact, follow up to keep the dialogue going and show continued interest and commitment to the issue.
