Butterflyers recover with more or less straight arms. It makes sense that they would finish the pull with straight arms and go right into their recoveries. But that’s not what they do. As with just about everything in swimming, it’s not about maximizing any one component, but optimizing the whole stroke cycle. That’s certainly true of the pull in butterfly.
