Position Overview: Join our dynamic team as a Procurement Manager, where you'll play a crucial role in managing the procurement programs for the City of Fredericksburg. Under the direction of the Director of Finance, you'll ensure compliance with all relevant regulations and lead strategic procurement planning.
Key Responsibilities:
Plan, organize, direct, and oversee procurement programs for goods, services, construction, and professional services
Develop and implement annual contracts and procurement policies
Maintain quality control and provide procurement training
Lead with integrity to ensure competition and efficiency in procurement operations
Build and maintain strong relationships with City stakeholders
Review and execute contracts and purchase orders
Develop and manage Requests for Proposals, Bids, and Quotes
Monitor contract administration to ensure timely and complete service delivery
Research cooperative contracts and prepare advertisements for solicitations
Chair RFP evaluation committees and negotiate contracts
Address vendor protests and manage emergency purchases
Assist in developing and maintaining procurement policies
Minimum Requirements:
Associate’s degree required; bachelor’s degree in business, public administration, or related field preferred
At least four years of governmental purchasing experience preferred
Certifications such as VCO, VCCO, CPPO, CPPB, or CPM desired
Equivalent combinations of education, experience, and training accepted
Knowledge, Skills, and Abilities:
Strong knowledge of State and City procurement laws and contract principles
Effective written and oral communication skills
Ability to exercise independent judgment and handle public interactions tactfully
Proficient in Microsoft Office; experience with automated procurement systems preferred
Understanding of FOIA principles and contract law
Ethical judgment and decision-making skills
