Today, a promise to the children and families of Uvalde moves one step closer to reality. Annie Donovan, RDF President & CEO, joined the Uvalde CISD Moving Forward Foundation, community partners, and leaders to announce the final funding secured for the new elementary school — a symbol of resilience, hope, and the power of partnership. Read Annie’s full remarks below from the momentous press conference held on April 8, 2025. What an honor it is to be here in Uvalde with all of you today, as we mark an incredible milestone—one born of heartbreak, but rebuilt through strength, love, and Comunidad. At RDF, we believe that our job—our mission!—is to walk alongside communities like Uvalde. To stand shoulder to shoulder with local leaders, families, and visionaries who know exactly what they need to create a better tomorrow for their children. RDF is what’s known as a Community Development Financial Institution—or a CDFI. That means we help bring to life the kinds of projects communities envision but may not have the resources to build on their own. For 25 years, we’ve worked to open doors to opportunity by investing in housing, healthcare, small businesses, and, most of all, in schools. Education has always been at the heart of RDF’s mission because we believe schools are where hope takes root—where children begin to imagine all that’s possible. And we’ve always believed this kind of work happens best when we do it together—juntos — with trust, respect, and shared purpose. That’s exactly what we’ve found here in Uvalde, alongside the local community, other lenders and philanthropy, and the many who’ve come together to make this day and this school possible. We are proud to have helped bring the financing needed to make Legacy Elementary School a reality. I want to take a moment to recognize our Chief Investment Officer, Adrian Ruiz, who worked closely with local leaders to structure this deal with deep care and heart. But more than the financing, we are here because this school represents something powerful: a place where healing and learning can happen side by side. A place where Uvalde’s children—its future—will be safe, supported, and seen. It is truly our privilege to be a part of this journey.
