About us
National Community Investment Fund (NCIF) is a nonprofit investment fund created to catalyze economic development in low-income and underserved communities across the US by investing in mission-oriented financial institutions. NCIF invests capital in banks and other institutions that improve access to financial services for local individuals, small businesses, and minorities. In addition, NCIF supports the industry by supplying research and impact metrics for banks and their investors, sharing knowledge and best practices, and encouraging collaboration through the NCIF Network. Our goal is to transform the financial industry so that responsible services are accessible to all and investments are valued based on social impact as well as financial performance. In Support of the CDFI Fund On March 14, 2025, the White House issued an Executive Order, calling for a reduction of “non-statutory components and functions” at the Community Development Financial Institutions Fund (CDFI Fund). If this results in a significant reduction or elimination of CDFI Fund programs, it will have a devastating impact on the well-being of communities throughout the USA, especially in rural and small-town America. We urgently issue this call to action to ensure the continuation of the CDFI Fund and all of its programs. Key facts about the CDFI Fund and Industry 1. The CDFI Fund was authorized by the Riegle Community Development and Regulatory Improvement Act of 1994. 2. Its core programs, such as the Finance Assistance (FA/TA) and New Markets Tax Credit Programs (NMTC), are explicitly authorized by Congress and remain critical to economic development. 3. The impact generated by the CDFIs is unparalleled. Over the last three years, CDFIs have: • Originated over $22.7 billion in loans and investments to enterprises that typically cannot access funding from traditional financial institutions; • Financed 437,000 businesses; CDFIs were critical players in the implementation of President Trump’s Paycheck Protection Program; • Created over 564,000 full-time jobs and 117,000 construction jobs; and • Financed over 105,000 affordable housing units. 4. Certified CDFI Banks have 1681 branches across the USA of which 54.13% are in rural communities; many of their remaining branches in small towns located in ”flyover” parts of the country. Often, these branches are the only banking facilities in their communities. The impact of CDFIs, especially in rural and small-town America, has been, and continues to be, dramatic. They deserve the continued support of a strong and fully funded CDFI Fund. We need the CDFI Fund now, more than ever. As Treasury Secretary Scott Bessent recently noted, “This Administration recognizes the important role that the CDFI Fund and CDFIs play in expanding access to capital and providing technical assistance to communities across the United States. CDFIs are a key component of President Trump’s commitment to supporting Main Street America in the pursuit of job growth, wealth creation, and prosperity.” Saurabh Narain President & CEO National Community Investment Fund
