As lunar activity grows, missions are beginning to focus on the same high-value areas of the Moon, including sunlit peaks, shadowed craters, and stable landing sites. Without coordination, this convergence could lead to crowding, overlap, or even conflict. Last year, our team engaged 150+ global stakeholders to gauge their receptivity and gather valuable feedback to inform the next phase of the Lunar Registry Project, a project working to enhance lunar mission coordination through transparent tracking and reporting of space objects and activities. From this evaluation, five key takeaways emerged and clear next steps were established. The Artemis Accords, a multilateral agreement spearheaded by the United States, plays a crucial role in enabling future commercial and scientific activities on the Moon. A key component of the Accords is the concept of "safety zones" — designated areas around lunar operations to ensure peaceful and cooperative exploration. However, these zones are controversial as they may conflict with the non-appropriation principle of the Outer Space Treaty. This publication explores the history, principles, and challenges surrounding the concept of safety zones in space. It provides an algorithm for their establishment and management while aligning with international law.
