The Ohio Health Care Association is a non-profit association of over 1000 skilled nursing facilities, assisted living residences, providers for people with intellectual and developmental disabilities, home health and hospice providers caring for nearly 100,000 Ohioans. It is the largest long-term care association in the state, and the only chartered Ohio affiliate of the American Health Care Association, representing more than 12,000 long-term care facilities nationwide. As the largest long-term care association in the state, OHCA represents small providers, large providers, providers with both individual and group ownership, publicly-traded and government-owned properties, proprietary and philanthropic homes. As diverse as our members are in size and ownership, OHCA member skilled nursing facilities, assisted living communities, facilities for people with intellectual and developmental disabilities, home health and hospice providers are similar in their quest for quality and for reductions in governmental oversight that continue to stifle individualism and innovation. As an information and education resource to Ohio’s long-term care providers, suppliers, consultants and to the public, OHCA performs a necessary and vital service. OHCA works hard to keep our members informed on the laws and regulations governing the profession. In addition, OHCA strives to identify and communicate best practices in order to ensure continued quality improvement in long-term care. The Association works on behalf of the general public, educating State legislators, government officials, the media and consumers on the pressing issues surrounding our profession and the advancements we have made in the delivery of care and services.

The Geauga County Maple Leaf recently spotlighted an inspiring collaboration between Cardinal Local School District and Ohman Family Living to train the next generation of caregivers. Over the past few years, the healthcare sector has faced significant workforce shortages, but we see a tremendous opportunity to build a brighter future by investing in young talent. Ohman Family Living has joined a statewide collaboration through Ohio Department of Health Care Association and others to develop and pilot an innovative solution to create a career ladder for Certified Nursing Assistants (CNAs). This program allows CNAs to advance their skills—through specializations like dementia care, mental health, and technology—while increasing their earning potential with structured salary increases at each level. This initiative will be transformative, not only for the caregivers but also for the quality of care in senior living and post-acute settings. What makes this program even more impactful is its alignment with the Ohio Department of Education and Workforce’s objectives. It provides students with an alternative path to graduation through career readiness education in high school, equipping them with strong skills and a solid foundation to launch a meaningful career in healthcare. This isn’t just about filling jobs—it’s about creating pathways for hope and opportunity. We’re excited to continue developing these solutions and building a workforce that’s ready to meet the needs of our aging population. 📢 Big Win for SNF Providers! Yesterday afternoon, a federal district court vacated the 24/7 RN and hours-per-resident-day standards in CMS’s minimum staffing rule — a major victory for providers, residents, and the long term care profession. 🙌 The ruling came in response to a lawsuit filed by AHCA/NCAL and others, with the court granting our motion and rejecting CMS’s. The judge ruled that CMS exceeded its statutory authority, noting that staffing should be based on resident needs, not rigid numerical requirements. This decision: ✅ Preserves flexibility in staffing based on care needs ✅ Reinforces the limits of federal overreach ✅ Opens the door for Congress to act and repeal the rule permanently While CMS has 60 days to appeal, this ruling is a critical step in protecting access to quality care and ensuring providers can continue to serve residents effectively. #LongTermCare #SeniorCare #AHCANCAL #HealthcarePolicy #StaffingStandards #VictoryForCare

🚨 Last week, OHCA Executive Director Pete Van Runkle returned to the House Finance Committee to testify on the substitute bill for House Bill 96, outlining FY26-27 appropriations. While we're encouraged to see the removal of the restriction on REIT financing for SNFs 👏, we were surprised and deeply concerned by a new limitation: a drastic cut to Medicaid-covered private rooms. This change would reduce the approved 28,000 private rooms—a national first—to just 5,000. That’s not just a policy shift, it’s a setback for privacy, dignity, and quality care for all residents, regardless of payer. OHCA immediately responded with a corrective amendment and is working hard with lawmakers to preserve the vision of equitable access to private rooms in our nursing facilities. 📅 April 1 is a Key Date for Ohio SNFs! While Ohio’s state budget won’t be finalized for months, Tuesday, April 1, 2025, could shape the future of Medicaid reimbursement for skilled nursing facilities (SNFs). It’s likely that the Ohio Department of Medicaid (ODM) will use PDPM case-mix scores from Q2 and Q3 of 2025 to set Medicaid rates effective January 1, 2026. That means what happens in your facility starting now could directly impact your future reimbursement. 💡 What you should be doing: Make sure your PDPM scores reflect the true acuity of your residents. Be aware that while the budget may focus on the nursing component, other areas like speech-language pathology and non-therapy ancillaries (NTAs) could also come into play.
