The New York State Comptroller is the State’s chief fiscal officer who ensures that State and local governments use taxpayer money effectively and efficiently to promote the common good. The Comptroller’s responsibilities include: - Serving as sole trustee of the $267.7 billion New York State Common Retirement Fund (value as of March 31, 2024), one of the largest institutional investors in the world. - Administering the New York State and Local Retirement System for public employees, with more than one million members, retirees and beneficiaries and more than 3,000 employers. - Maintaining the State's accounting system and administering the State’s more than $18 billion payroll. - Reporting on State finances. - Managing and issuing State debt. - Reviewing State contracts and auditing payments. - Conducting audits of State agencies, public benefit corporations and local governments. - Overseeing the fiscal affairs of local governments, including New York City. - Overseeing the Justice Court Fund and the Oil Spill Fund. - Serving as custodian of more than $19.4 billion in unclaimed funds, restoring lost accounts to their rightful owners. - Conducting training and providing technical assistance to improve government operations at all levels. My office hosted a lunch hour presentation last week for our staff to deepen their understanding of neurodiversity. Keynote speaker Carolyn L Huston, author, educator and a mother to a son with autism believes the key to creating a more inclusive and supportive community for individuals with autism is through awareness and access to resources. Knowledge is power and #WorldAutismDay is an important reminder to create a more inclusive workplace and community for all. Thanks to Families Together in New York State for providing additional info resources at the event.

The State Comptroller’s office is proud to announce Courtney Bernard as director of human resources! Since joining our office in 2006, Courtney has embraced opportunities for professional growth and dedicated her career to providing excellent customer service through her work in human resources. After graduating from Siena College with a bachelor's degree in marketing and management and minor in computer science, Courtney took the Professional Careers Opportunity exam at the suggestion of family friends. She was later recruited by the State Comptroller’s office as a personnel administrator trainee with the recruitment and staffing unit within the Division of Human Resources. The role blended her education and customer service background and included developing recruitment marketing materials and attending outreach events and then processing candidates for interviews and onboarding. Today Courtney is a graduate of the Comptroller’s leadership development program and is certified by the Human Resource Standards Institute and Society for Human Resource Management. She’s a member of the Capital Region’s Public Sector Human Resources Association (PSHRA), formerly IPMA-HR, where she previously served as a board member, treasurer and then president in 2018. Courtney also currently serves as an executive board member for the New York State Personnel Council, and co-chairs the classification and compensation committee. In this role, she meets with the Civil Service Commissioner and Directors on complex needs and issues facing personnel professionals at state agencies, from filling hard to recruit positions or adding new titles, to responding to a new legislative mandate. “It’s problem solving, customer service and meeting people’s needs,” she explains. “I’ve always enjoyed the analysis that goes into understanding the agency’s need and using it to paint a picture of who we are, what we do, and what we need so that civil service understands our perspective.” Courtney’s experiences have shaped her perspective and she looks to empower staff similarly in her new role. “Building a team environment and communication are very important to me,” she says. “We’re working to educate each other about what we do and give staff a well-rounded view of human resources. It’s easy to get siloed if you’re not given opportunities to learn, ask questions and share ideas.” She encourages state employees and anyone considering public service to take advantage of the many pathways to build a career in government. “There are so many agencies and transfer opportunities in civil service,” says Courtney. “When you get in the door, be flexible and challenge yourself and it will open you up to many ways to move forward. __ Build a career with purpose on the State Comptroller’s team!
