About us

The NATIONAL WATER SUPPLY ALLIANCE is a national organization formed to advance the interests of water supply providers before the United States Congress and federal agencies whose actions impact water supply storage and projects. Our members include state, regional, and local governments, as well as wholesale water providers and utilities who rely on water supply stored in federal facilities maintained by the U.S. Army Corps of Engineers. NWSA was formed to give water supply providers across the nation a unified voice to advocate for the preservation and enhancement of the nation’s water supply, protection of traditional State authorities, and to ensure that water supply interests share equitably in the benefits provided by the U.S. Army Corps of Engineers.

    Traditional methods for assessing infrastructure are costly, challenging and at times infrequent due to inaccessibility. To overcome these challenges, the U.S. Army Engineer Research and Development Center (ERDC) is leveraging imagery collected by inexpensive digital cameras along with computer vision and machine learning algorithms to monitor and evaluate structural health of critical infrastructure. The techniques, referred to as “vision-based monitoring,” allow for the measurement of large areas of a structure while only needing a clear line-of-sight. By eliminating the need to physically access infrastructure, vision-based monitoring provides a cost-effective method to complement traditional manual inspections and contact-based structural health monitoring. When coupled with state-of-the-art techniques, these vision-based approaches enable diagnostic and prognostic analysis of structural performance, inform metrics on structural condition and provide decision support information for prioritizing often-limited maintenance funding for critical infrastructure. Key applications include monitoring the state of stress in structural components; automated identification of common damage types on structures, such as cracking and corrosion; and monitoring structural performance metrics from imagery acquired during normal operations.     TRWD General Manager Dan Buhman has been appointed Chair of the Texas Water Development Board’s Region C Water Planning Group, effective February 2025. Region C is one of 16 regional water planning groups established by the TWDB to help develop and revise a comprehensive water plan for Texas for the next 50 years. As Chair, Buhman will lead the diverse group of stakeholders in addressing critical challenges facing the region, including rapid population growth, and limited new water supplies.   • NWSA was in Washington, DC, the week of March 10-14, 2025. First stop? US Army Corps of Engineers Headquarters! NWSA President Katherine Zitsch and Executive Director Dave Mitamura met with LTG William H. "Butch" Graham, Chief of Engineers, and COL Joseph M Sahl, to discuss NWSA's partnership with USACE and the importance of water supply under the Corps' purview.
