About us
The MMD Grant Facility focuses on supporting initiatives in the field of migration led by civil society organizations (CSOs), diaspora organisations, non-state actors and local authorities. The goal is to strengthen their ties with the Joint Valletta Action Plan (JVAP) framework and related migration and mobility dialogues, as well as enhancing their role in migration and mobility at continental, regional, and multi-country levels. By translating commitments into tangible actions, this joint EU-ICMPD Facility strives to ensure impactful and sustainable outcomes, leveraging the expertise of civil society. Le Mécanisme de Subvention MMD vise à soutenir les initiatives menées par les organisations de la société civile (OSC) et de la diaspora, les acteurs non-étatiques et les autorités locales dans le domaine de la migration. L'objectif est de renforcer leurs liens avec le Plan d'Action Conjoint de La Valette (PACV) et les dialogues sur la migration et la mobilité, ainsi que de renforcer leur rôle dans la migration et la mobilité aux niveaux continental, régional et multi-pays. En traduisant les engagements en actions tangibles, le Mecanisme de Subvention UE-ICMPD s'efforce de garantir des résultats efficaces et durables, en tirant parti de l'expertise de la société civile.

Why partner with civil society organizations (CSOs) and non-state actors? ✅ One of the 2018 Global Compact on Migration guiding principles is a "Whole-of-society approach.” In today's complex landscape, tackling challenges linked to migration and mobility requires collaboration from diverse stakeholders including non-governmental organizations, community-based organizations, research institutions, diaspora organizations, social enterprises, and other non-state actors. 🌍 Across Africa, these actors play a critical role in the socio-political landscape and in the field of migration and mobility, CSOs and non-state actors not only support local-level authorities in addressing direct needs of refugees and migrants, but also bring unique insights for the development of inclusive and efficient policy frameworks. They are catalysts for fostering improved engagement and collaboration, and for driving positive change. 107 Senior Officials and participants from the Rabat Process partners met in Porto this week to review progress on the implementation of the Cadiz Action Plan and to officially hand over the Chairmanship from Portugal to Nigeria. We discussed: ✔️ The latest migration-related developments, as shared by IOM, UNHCR, UNODC and ICRC. ✔️ A review of the activities and achievements of the Portuguese Chairmanship 2024/2025. ✔️ Overall progress achieved in the implementation of the Cadiz Action Plan since its adoption in December 2022. ✔️ Nigeria's vision and priorities for its 2025/2026 Chairmanship. 🤝 We would like to thank #Portugal, including Rui A. Freitas, Deputy Minister for the Presidency as well as Pedro Gaspar, President of AIMA, Marta Feio, Member of the Board (AIMA Agência para a Integração, Migrações e Asilo) and other representatives for hosting this productive meeting. 🤝 We would also like to thank the incoming Chairmanship #Nigeria for underlining their commitment to the Rabat Process and outlining their ambitious programme for the year ahead. Today we celebrate a significant milestone! The 🔟th anniversary of the Khartoum Process! And we have a big announcement about the future of the Dialogue: ➡️ Just as the Khartoum Process was established 🔟 years ago at its 1st Ministerial Conference in Rome on 28 November 2014, the future of the Dialogue will be significantly shaped by the upcoming ✨ 2nd Khartoum Process Ministerial Conference ✨ , which has been confirmed to take place in Cairo on 9 April 2025! It will be an opportunity to celebrate past achievements and set future priorities. Over the past decade, we have: ✅ Strengthened cooperation between countries of origin, transit and destination along the migration routes between the Horn of Africa and Europe. ✅ Enhanced capacities to combat trafficking and smuggling of migrants, as foreseen in the Rome Declaration adopted 10 years ago. ✅ Expanded the thematic scope of the Dialogue to a comprehensive approach to migration, in line with the priorities addressed under the Joint Valletta Action Plan (JVAP) and beyond. 🤝 This journey has been possible thanks to the commitment of our partners and stakeholders who share a vision of a safer, more sustainable migration framework.
