Last week we attended the National Emergency Management Association mid-year forum in Washington, D.C., to gain post-disaster insights from other states, a discussion about the future of how state, local, and federal agencies will function during the response to a disaster, and so much more. It was great to see our partners from Guam and American Samoa present, as well. During a break we also stopped by the Smithsonian Institution's United States Postal Service museum to spend some time looking at postage and mail pieces from the Kingdom of Hawai‘i, dating all the way back to 1893. The forum and the quick peek at history reinforced why we work hard to ensure that everyone safety in Hawai‘i remains a priority!

Enhancing Hawai‘i’s preparedness & resilience, in order to prevent & respond to threats to Hawai‘i’s safety and security
About us
The Office of Homeland Security’s (OHS) primary responsibility is to enhance Hawaii’s security preparedness and resilience in an integrated, synergistic, relevant, proactive, flexible, cost effective, full-spectrum effort across all domains in order to prevent, protect, mitigate, respond to and recover from attacks, natural disasters and emerging threats. Under the Office of Homeland Security, the Hawai‘i State Fusion Center (HSFC) is a Hawai‘i State government program that facilitates intelligence sharing between local, state, and federal agencies, and the public and private sectors. As the nation’s 77th Fusion Center, it is uniquely structured to empower front-line law enforcement, public safety, fire service, emergency response, public health, critical infrastructure partners, and private sector security personnel to understand local implications of national intelligence, thus enabling local officials to better protect their communities. The HSFC collects tips, leads, and other threat information through suspicious activity reporting (SAR). It conducts analysis, disseminates intelligence, and provides training and technology resources. The top priorities are counter terrorism and cyber security.

Recently we were honored to host a delegation of resident consular corps representatives from various countries represented in Hawai‘i, including the Consular General for South Korea. We had a great discussion centered on priorities for Hawai‘i, and the interests of the representatives serving in our state. Mahalo nui! 🌺

The Federal Bureau of Investigation (FBI) and the Internet Crimes Complaint Center has released more information related to the 764 network, which targets children and adolescents then use threats, blackmail, and manipulation to coerce or extort victims into producing, sharing, or live-streaming acts of self-harm, animal cruelty, sexually explicit acts, and/or suicide. The footage is then circulated among members of the network to continue to extort victims and exert control over them. 📌 The 764 group is not the only network using this tactic that targets our keiki. #Educators, #Parents, #SocialWorkers, #YouthCounselors, #LawEnforcement, and anyone else who works in an area where you serve keiki in Hawai‘i should familiarize themselves with the information available. https://lnkd.in/eyYwK373

This month we attended the Pacific Forum's Honolulu Defense Forum 2025. Apart from meeting and listening to stakeholders charged with securing the Indo-Pacific region, a timely theme explored was the promotion of regional security. Broadly, the questions were: Do our policies, resources, and operational planning align effectively to promote our regional security interests in the Indo-Pacific region? What more can the U.S. and its allies and partners do to reinforce security, promote a rules based international order, deter conflict and support each other against regional threats? How do we bring attention to, and combat, malign behavior and influence in the Indo-Pacific region? Admiral Samuel Paparo, Commander of U.S. Indo-Pacific Command, delivered his remarks at the forum, warning about the growing threats posed by other countries that work to undermine regional stability.
