I wanted to draw some attention to Clarity's first ever blog post. We are going to be putting up a few thought pieces over the next few months for those of us who are supporting the government during this time of rapid change and uncertainty. This one is on the advantages of technical challenges in the role of software services contracting. While we wanted these sentiments to be evergreen, in particular I wanted to highlight how saddened we were that the ASA(ALT) put their Modern Software Development (MSD) effort on hold indefinitely while they review the strategy. Like many in the industry, we were looking forward to the competition and opportunity to tell our story. I wanted to give them some serious kudos for the forward-leaning effort in structuring the IDIQ to have two rounds of technical challenges and we strongly encourage them to keep those elements after the re-think. They had signaled a willingness to put in the work to run companies through a rigorous set of time-gated challenges to force a demonstration of the type of skills and culture needed to support the warfighter. We at Clarity welcome this kind of approach and associated pressure to perform, in no small part because of the depth of talent we are blessed with here. It can often be the easier path to make risk-averse moves in today's uncertain climate. This was an incredibly bold step, and while it certainly increases proposal and evaluation costs, it showed a strong commitment to getting the right companies into the vehicle who can perform. Results are everything, and I hope that others in the vendor community can rally support around them to continue down this road when it resumes. Anyone who is looking to make a similar software services acquisition should take notes from their draft documents on SAM.gov, including the time-gating and participation strictures they enacted. The US Digital Service has a good guidebook (https://lnkd.in/eHTDKpxY) for how to get challenges like these done in a FAR-compliant manner. Even having a single-phase technical challenge increases the quality of submissions and lets eval teams peak behind the paper. We hope this trend continues and would be happy to point any acquisition effort towards the rules for a few we have done and our perspective as participants. And to our competition we'll say: bring your best. We certainly will.

It’s always been absurd to me how the government chooses to give millions if not billions of dollars for software and hardware solutions to whomever can write the best words on a piece of paper. No doubt, it’s great to have a plan for how you’re going to tackle a problem and words on paper help solve for that, but when it comes to delivering real solutions, demonstrating real capabilities matters most. When I worked in the Army I got pitched a lot by industry and one of the typical questions I’d ask was “Who by name are you going to assign to my mission, and what effort by name are they getting pulled from to support me?” The purpose was two-fold: 1- to see if they knew who their best people were and if they were willing to give me their best and 2- to go inspect if their best were currently delivering real outcomes for their customers. Technical challenges buy down the risk of awarding work to companies who are great at talking and suck at delivering. What’s critical to making tech challenges work is ensuring that the government knows what good software solutions look like, what good software development and delivery methodologies look like, and what good software architectures look like. People wrongly assume that the main purpose of the software factory movement was to try to build GOTS and avoid buying COTS but instead, one of its main goals was to empower the government to know what good software delivery looks like. We need to see more tech challenges and we need to see more govies who know what good software looks like. Combined, I see an incredible opportunity for mission impact because the government is awarding companies who not only talk the talk, but walk the walk.
