As a senior reuse technologist and national PFAS lead, Kyle drives innovation in some of the industry’s most pressing challenges. His research has shaped PFAS source investigation guidance, influenced direct potable reuse regulations in multiple states, and advanced machine learning and artificial intelligence applications in water treatment. Congratulations to Laguna County Sanitation District for receiving two APWA Central Coast 2024 Awards for the Phase 1 Upgrade Project: • 2024 Project of the Year – Environmental ($25-$75 Million) – 1st Place • 2024 Project of the Year – Overall Winner These well-earned recognitions celebrate a transformative upgrade to the District’s wastewater treatment plant. Designed to enhance water quality, increase treatment capacity, and modernize infrastructure, this project replaces the existing trickling filter system with nutrient removal-activated sludge and expands treatment capacity to 3.2 MGD, with future expansion potential to 5.4 MGD. The upgrades also include new headworks, aeration basins, secondary clarifiers, and an advanced SCADA system, providing long-term efficiency and reliability in operations. Carollo is honored to have partnered with Laguna County Sanitation District, MNS Engineers, Inc. and W. M. Lyles Co.on this award-winning project, providing engineering design, process modeling, and SCADA system integration to support the District’s commitment to sustainable wastewater treatment. Congratulations again to Laguna County Sanitation District on this well-deserved recognition.

A warm welcome to Ann Swanberg-Mee, PE, who has over 30 years of experience specializing in water distribution and wastewater collection infrastructure. In addition to her work with municipal and rural communities, Ann has passionately supported tribal communities, having managed the Sanitation Facilities Construction Program for the Cherokee Nation in Oklahoma and served as the Pueblo Engineer for the Pueblo of Sandia in New Mexico. Having functioned as the project owner, owner’s representative, federal funding agent, and engineer of record, Ann’s holistic insight into project and stakeholder priorities overcome project challenges, highlight common goals, and shepherd important infrastructure projects from planning through construction.
