Soon there will be more students studying for a UK degree outside the UK than in the UK itself, experts predict. UK degrees are now being earned in 228 countries, with these “transnational education” (TNE) student numbers growing from 438,615 in 2020 to 621,065 in 2024: a rise of 42 per cent. TNE is an effective response to increasing visa restrictions and international students’ concerns about the cost and the return on investment of study abroad. But opportunistic, “short-term, financially-driven TNE, motivated by fluctuations in international student mobility and solely focused on student numbers” is damaging and dangerous, writes Vangelis Tsiligkiris for Times Higher Education. Meeting the demand for more advanced forms of TNE requires investment, human capital and technological infrastructure, he says. Today is the International Day of Happiness! However, the world is navigating multiple crises, all of which are taking a toll on children and youth. Children and youth worldwide are experiencing unprecedented levels of stress, anxiety, and disengagement from learning. In this rapidly changing world, schools should be more than just classrooms--they should be spaces where children feel safe, supported, and inspired to flourish. UNESCO’s Happy Schools Framework is grounded in research showing that well-being is a key driver of learning—an area facing a global crisis. This is precisely why the Happy Schools Framework puts weight on supportive relationships and safety at the heart of education. One year ago, UNESCO launched the Global Report on Happy Schools, introducing an evidence-based framework built on four pillars—People, Process, Place, and Principles—along with 12 key criteria to help embed well-being into education systems worldwide. Today, we celebrate the second edition of the 𝙄𝙣𝙩𝙚𝙧𝙣𝙖𝙩𝙞𝙤𝙣𝙖𝙡 𝘿𝙖𝙮 𝙛𝙤𝙧 𝘿𝙞𝙜𝙞𝙩𝙖𝙡 𝙇𝙚𝙖𝙧𝙣𝙞𝙣𝙜 (𝙄𝘿𝘿𝙇), established by UNESCO in 2023 to recognize the pivotal role that digital learning plays in shaping the future of education worldwide. https://lnkd.in/eemUWw_P The COVID-19 pandemic underscored the transformative potential of digital learning in fostering inclusion and expanding educational access, particularly for those who are unable to access traditional in-person education due to geographical, socio-economic, or emergency-related factors, such as conflict or climate disruptions. Digital literacy and skills have become integral components of foundational learning, with emerging AI technologies advancing these efforts. However, significant challenges remain. Issues like the capacity to deliver quality education via digital platforms and the persistent digital divide continue to prevent many learners from benefiting from digital technologies. This year's IDDL focuses on "𝘿𝙞𝙜𝙞𝙩𝙖𝙡 𝙇𝙚𝙖𝙧𝙣𝙞𝙣𝙜 𝙍𝙚𝙖𝙡𝙞𝙩𝙞𝙚𝙨 𝙞𝙣 𝙇𝙤𝙬-𝙍𝙚𝙨𝙤𝙪𝙧𝙘𝙚 𝘾𝙤𝙣𝙩𝙚𝙭𝙩𝙨." During a virtual event, UNESCO will explore how policymakers, educators, learners, and families develop innovative solutions—despite resource limitations—to enhance the quality and equity of education through available digital tools. Last year, as part of its Hybrid Education, Learning, and Assessment (HELA) initiative, UNESCO International Bureau of Education published the 𝘏𝘌𝘓𝘈 𝘙𝘦𝘢𝘥𝘦𝘳, a comprehensive guide highlighting digital learning initiatives across the globe. https://lnkd.in/eJv5Th3t. As international aid funding declines, with the end of the vast majority of USAID programmes and the UK’s reduction in Official Development Assistance, it's time to explore alternative financing models to support education and progress towards #SDG4. Last year a The World Bank’s Working Paper on "𝙀𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣: 𝙄𝙣𝙣𝙤𝙫𝙖𝙩𝙞𝙫𝙚 𝙁𝙞𝙣𝙖𝙣𝙘𝙞𝙣𝙜 𝙞𝙣 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙞𝙣𝙜 𝘾𝙤𝙪𝙣𝙩𝙧𝙞𝙚𝙨," addressed the issue of inadequate, inefficient, and inequitable financing to ensure quality education highlighting the need for new approaches to address the existing education financing gap. https://lnkd.in/eGAavc7z Innovative approaches might include: - 𝗕𝗹𝗲𝗻𝗱𝗲𝗱 𝗳𝗶𝗻𝗮𝗻𝗰𝗲: Using public funds to attract private capital. - 𝗗𝗲𝗯𝘁 𝘀𝘄𝗮𝗽𝘀: Forgiving debt for increased education spending. - 𝗚𝘂𝗮𝗿𝗮𝗻𝘁𝗲𝗲𝘀: Reducing investment risks to attract more funding. - 𝗥𝗲𝘀𝘂𝗹𝘁𝘀-𝗯𝗮𝘀𝗲𝗱 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗻𝗴: Linking funding to specific outcomes. - 𝗣𝘂𝗯𝗹𝗶𝗰-𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀: Collaboration between governments and the private sector. The paper emphasizes the role of blended finance in attracting private sector investment, although it's still in early stages. As public aid shrinks, philanthropy networks like the International Education Funders Group (IEFG) may play a larger role in filling these gaps. Recent data from the 𝙂𝙡𝙤𝙗𝙖𝙡 𝙀𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣 𝘾𝙤𝙤𝙥𝙚𝙧𝙖𝙩𝙞𝙤𝙣 𝙈𝙚𝙘𝙝𝙖𝙣𝙞𝙨𝙢 serves a stark reminder that investment in education remains critically insufficient, > 𝙄𝙣𝙫𝙚𝙨𝙩𝙢𝙚𝙣𝙩 𝙂𝙖𝙥: Low- and lower-middle-income countries face a significant annual funding gap to achieve SDG4 by 2030. >> 𝘿𝙞𝙨𝙥𝙖𝙧𝙞𝙩𝙞𝙚𝙨: Low-income countries spend just $55 per capita annually on education, compared to $8,532 in high-income countries. >>> 𝘿𝙚𝙗𝙩 𝙖𝙣𝙙 𝙁𝙞𝙨𝙘𝙖𝙡 𝘾𝙤𝙣𝙨𝙩𝙧𝙖𝙞𝙣𝙩𝙨: Government debt in low-income countries averages 72% of GDP, with many spending more on debt servicing than on education each year. https://lnkd.in/em8P-PwR Specific sessions at #EWF25 will be dedicated to discussing the urgent need for innovative financing solutions to close the education funding gap, and what we can learn from each other about improving practice in allocating funding and effective planning.
