About us
The TOEX Programme is an intelligence capability that provides dedicated intelligence and analytical expertise in support of forces undertaking complex organised exploitation investigations, such as modern slavery & human trafficking, organised immigration crime, county lines, adult & child sexual exploitation and abuse. Built around existing structures, TOEX teams are embedded within each of the Regional Organised Crime Units (ROCUs), and ensure victims are safeguarded and those seeking to profit from exploitation - including localised criminality and the upstream organised criminality which drives it, are disrupted and brought to justice. TOEX provides: - Efficient research methods using data science techniques; - Intelligence development, including deconfliction and coordination, to understand the threat fully; - Mapping and recording of threat including tactical advice regarding ‘upstream’ identification; - Evidence-based recommendations for activity under all 4Ps (prepare, prevent, protect, pursue); - Support for the correct ownership of the threat; and - Disruption activity against perpetrators of organised exploitation and the protection of those they exploit.

The beginning of 2025 has been a pivotal time for the Child Protection and Abuse Investigation (CPAI) portfolio, as it experienced a phenomenal surge in media attention which as always increases demands on our teams and partner agencies. Whilst the impact and subsequent waves were large we did receive promising news which included a series of measures including an increase in funding allowing us to expand our efforts further. Since these announcements, our dedicated teams have been working tirelessly to ensure that the uplift in funding leads to real, tangible outcomes for victims and survivors. Behind the scenes, a great deal of work has been taking place, and the effects of these efforts will be seen over the coming months and years. While some of the work will take time to fully implement, we are already seeing the beginnings of progress, and so we want to share this progress with you. Yesterday, our Director, Detective Chief Superintendent Kate Thacker KPM, attended Buckingham Palace to receive her prestigious King's Police Medal (KPM) for her "outstanding contribution to policing, particularly her leadership in tackling serious and organised crime and her relentless work to combat exploitation in all its forms". Once in a lifetime opportunity yesterday to take part in an Honours ceremony at Buckingham Palace. HRH Anne Princess Royal was wonderful and asked many questions about the Tackling Organised Exploitation Programme (TOEX). So proud to talk about my fabulous colleagues and everything that we continue to achieve together with our policing, NCA and Home Office partners. When I joined the service 29 years ago it was to protect the local community, zoom around with blue lights, solve/prevent crime and meet all walks of life. I’ve certainly done that, but I could never have anticipated where it would eventually take me! A fabulous day and a heartfelt thank you to everyone that has been on this exciting journey with me.
