🚨 PUBLIC CONSULTATION ON DEVELOPER CONTRIBUTIONS TO WASTEWATER 🚨 The Department for Infrastructure (DFI) has launched a consultation on two potential approaches for introducing developer contributions to wastewater infrastructure in Northern Ireland. 🔹 Option 1: Voluntary Contributions Developers would have the option to contribute towards wastewater infrastructure upgrades that directly benefit their projects, such as expanding sewer capacity or installing storage tanks. This approach allows flexibility but may not fully address long-term infrastructure needs. Under the voluntary contribution option, developers could band together to contribute to a larger upgrade to unlock multiple sites. This is likely to be delivered through an agreement between a developer and Northern Ireland Water. Planning authorities would not be a party to such an agreement, however, it would be a material consideration when determining a planning application. 🔹 Option 2: Compulsory Developer Wastewater Contribution Levy A mandatory levy for developers building in Northern Ireland, which would create a ring-fenced fund for wastewater improvements. This ensures fair contributions across all developments but could increase costs for developers and homebuyers. However, it is not clear how the blanket levy would be calculated. The consultation document candidly acknowledges that neither option for introducing developer contributions will result in the level of funding that is required to address the historical underfunding of wastewater infrastructure investment in Northern Ireland. The consultation invites feedback by 27 June 2025.
