About us

Our aim is to lead on scaled floating wind. We produce and deliver green energy direct to the industrial user for decarbonisation. Cerulean is a green infrastructure developer founded by Dan Jackson and Mark Dixon, who have together, over 25 years, led large scale offshore infrastructure developments. We have a market funded infrastructure construct to deliver integrated floating wind and hydrogen developments at scale. As a new type of energy company we are delivering on the challenges set by the floating wind environment. We are acquiring floating wind licences, which will allow us to rapidly decarbonise existing offshore assets, benefitting local communities, create thousands of clean energy jobs and provide a significant export supply. We aim to bring floating wind to market rapidly on an industrial scale, meaningfully contributing to renewable energy supply and supporting net zero targets. Our competitive advantage in this fast moving and emerging market is our unique and differentiated business construct utilising integrated infrastructure delivery and finance and our proven track record in similar scaled offshore developments. Licence Owner – As a licence owner we are acquiring licences for large scale energy generation in high capacity offshore areas. Developer – as a developer we are using our own specific commercial construct with our trusted partners to accelerate through the build phases efficiently and on schedule. Producer – Our ambition is to generate 3 – 5GW within 5 years through floating wind with strong and steady returns to investors.

    Floating wind is a once in a lifetime opportunity for the UK, one with the potential to generate up to £47 billion in economic value and create around 100,000 green jobs. We have a narrow window to anchor a floating wind supply chain in Scotland; if we fail to seize this moment before 2030, we risk losing it forever. In my piece for The Herald Scotland, I explore what needs to happen now to prevent the industry from having a David Byrne moment (read in full to see what that entails). Projects like Aspen – the UK’s most viable commercial-scale floating wind development – can be the catalyst for long-term supply chain investment.   • We are delighted to welcome Ocean Installer to the Cerulean Winds alliance of companies that are developing the Aspen floating offshore wind (FLOW) project in the North Sea. Ocean Installer’s addition to the alliance is vital to driving down cost of installation, a critical component within FLOW development. The company’s existing fleet of vessels and a highly skilled workforce, developed over decades working in subsea oil and gas construction, can be transferred to the FLOW sector without significant adaptation.     A pleasure to join other developers and Crown Estate Scotland at the Scottish Energy Futures conference in Aberdeen on Tuesday to discuss working to scale, delivering on the government’s deployment targets and building a world-leading floating offshore wind supply chain.   As I set out in my speech, we have a once in a generation opportunity to anchor the floating offshore wind industry in Scotland, create thousands of green jobs and secure a just transition.   Cerulean Winds’s 1GW Aspen development in the Central North Sea – which is designed to enable Scotland’s supply chain and direct more than £1 billion of investment in floating wind manufacturing and service support - will be vital in achieving those aims.   All the building blocks are here, we just need to accelerate momentum.   My thanks go to Aberdeen Renewable Energy Group (AREG) and SPE Aberdeen for giving me the opportunity to showcase Aspen and what Cerulean is doing to deliver for Scotland.

  • Cerulean Winds’ Founding Director, Dan Jackson, appeared on STV Group plc News last week to talk about our recently announced partnership with Haventus and how it will accelerate opportunities for floating offshore wind (FLOW) in Scotland. By committing to use Haventus’ Ardersier Energy Transition Facility, we are helping to realise the UK and Scottish governments' vision of creating a world-leading FLOW industrial base. By 2050, FLOW could contribute more than £47 billion to the UK economy and employ 100,000 people. Ardersier will support achieving these targets by deploying and servicing offshore wind installations and providing green jobs, while establishing and anchoring a UK supply chain to rival international competitors.

By 2050, floating offshore wind could contribute more than £47 billion to the UK economy and employ 100,000 people.   • 𝗖𝗲𝗿𝘂𝗹𝗲𝗮𝗻 𝗪𝗶𝗻𝗱𝘀, 𝘁𝗵𝗲 𝗹𝗲𝗮𝗱 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗲𝗿 𝗼𝗳 𝗮 𝟯𝗚𝗪+ 𝗨𝗞 𝗙𝗹𝗼𝗮𝘁𝗶𝗻𝗴 𝗢𝗳𝗳𝘀𝗵𝗼𝗿𝗲 𝗪𝗶𝗻𝗱 𝗣𝗿𝗼𝗷𝗲𝗰𝘁, 𝗶𝘀 𝗼𝗻 𝘁𝗿𝗮𝗰𝗸 𝗳𝗼𝗿 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗯𝗲𝗳𝗼𝗿𝗲 𝟮𝟬𝟯𝟬 𝗳𝗼𝗹𝗹𝗼𝘄𝗶𝗻𝗴 𝘁𝗵𝗲 𝗰𝗼𝗺𝗽𝗹𝗲𝘁𝗶𝗼𝗻 𝗼𝗳 𝗼𝗳𝗳𝘀𝗵𝗼𝗿𝗲 𝘀𝘂𝗿𝘃𝗲𝘆𝘀. The geophysical and environmental investigations, conducted along the proposed cable corridor and turbine array area, were successfully completed during 2024. Cerulean is on track with environmental engineering and consenting activities with plans to reach final investment decision in 2026 and commercial operations before 2030. “We’re putting everything in place for the project to be producing before 2030, and this wouldn’t be possible without our network of partners” said Dan Jackson, Founding Director of Cerulean Winds. “Floating offshore wind is a once-in-a-generation industrial and economic opportunity, but if we don’t move quickly, the UK will miss this chance to secure much needed investment, jobs and skills.” Survey work was completed by GoBe Consultants Ltd, a specialist planning and consenting advisor, and Gardline Limited, a multidisciplinary marine survey company. Geophysical surveys have been carried out to map the seabed topography to ensure safe and efficient cable routing and turbine placement. Underwater video, water and sediment sampling were conducted to record habitats and species in the proposed development area which will be used in the Environmental Impact Assessment. Cerulean has been able to progress the project at unprecedented speed thanks to support from a range of entities including government bodies, fisheries, and environmental groups. This collaborative approach has kept the project on-time and built an ecosystem of support throughout development.

    We are thrilled to announce leading industrial services provider Bilfinger as the latest addition to the alliance of companies developing the Aspen, Beech and Cedar floating offshore wind farms. Bringing decades of experience in offshore energy, Bilfinger will serve as our operations and maintenance (O&M) partner, advising on strategies during the detailed design phase of the Aspen site. Crucially, this will facilitate opportunities to adopt innovative technologies before delivering the O&M services once the development is built. Collectively, Aspen, Beech and Cedar will comprise over 300 floating turbines and generate 3GW+ of renewable green energy. The 1GW Aspen site will be developed first, providing new offshore wind capacity helping to meet the UK government’s 50GW by 2030 target.
