JICA Representatives Visit Vinča Resource Recovery Center Last week, we had the honor of welcoming a distinguished delegation from the Japan International Cooperation Agency (JICA) to the Vinča Resource Recovery Center. JICA delegation was headed by Mr. Kentaro Yokota, Deputy Director General, Middle East & Europe Division (JICA Tokyo) and included the representatives from JICA Belgrade Office: Mr. Hajime Fukuda, Chief Representative, Mr. Chigiru Yamashita, Senior Representative, Ms. Yumiko Saito, Project Formulation Adviser, Mr. Shinya Takahashi, Project Formulation Adviser. During the visit, Mr. Katsuhiko HOSHIKAWA, Managing Director of Beo Čista Energija, highlighted that the Belgrade Waste Management PPP Project is the project of Serbian-Japanese-French cooperation, the first of its kind in Serbia. The project modernizes waste management in Belgrade, sets new standards for environmental protection, and demonstrates the power of international partnership. We are particularly proud that JICA representatives expressed appreciation for the project's tangible environmental benefits and its potential to serve as a regional benchmark for waste management solutions. About us
Beo Čista Energija d.o.o. a special purpose vehicle whose shareholders are Veolia, France, Itochu Corporation, Japan and Marguerite, Luxembourg-based fund entered into a public-private partnership with the City of Belgrade, Serbia’s capital, on 29 September 2017. Under the DBFO (Design Build Finance and Operate) model, Beo Čista Energija is responsible for design, construction, finance and operation of the new Vinca waste management center in order to provide municipal and construction waste disposal and treatment service for a period of 25 years. This goes beyond the typical benefits of DBFO schemes. It also allows the city to bundle the closure and remediation of the Vinča dumpsite which is not principally commercially viable as a stand-alone project: -the remediation and long-term aftercare of the Vinča landfill, -the diversion of min. 200,000 tons/year of demolition waste to a new recycling facility producing materials for construction and backfilling, -the diversion of min. 340,000 tons/year of waste to an energy-from-waste facility supplying power to the grid and heat to the Belgrade district heating network, -the construction of an engineered landfill with appropriate leachate treatment and landfill gas recovery systems, to dispose of any remaining municipal waste pending the development of a full-fledged source-segregated collection system allowing for increased recycling. Our project addresses multiple issues Serbia and the City of Belgrade are facing with and is one of the fundamentals of waste management and environmental policies and strategies of the City of Belgrade.

Vladimir Milovanovic, Director of Beo Čista Energija, presented the Belgrade Waste Management PPP Project to the visitors and emphasized the importance of the new facilities in establishing a modern waste management system. Our visitors expressed great interest in the Center’s waste management procedures, safety measures, energy generation from waste, and leachate treatment process whereby treated water is safely discharged into the Danube River. We were pleased to demonstrate how the waste disposal and treatment services we provide for the City of Belgrade contribute to reducing the environmental impact of waste and support the development of a circular economy. Visit by EU4Green Project Participants We were delighted for the opportunity to present Belgrade's Waste Management PPP Project to experts from Western Balkan countries during their visit to our Vinča Resource Recovery Centre. The visit was organized as part of the EU4Green workshop, with the focus on: knowledge sharing for transition to a circular economy, supporting the implementation of the Green Agenda for the Western Balkans, addressing common regional waste management challenges. Visitors had the chance to tour all facilities, including the first Energy-from-Waste facility in the region. Although each state has to take into account its unique circumstances and needs, we believe our project can serve as a model for sustainable waste management systems. We extend special thanks to Bosko Maravic and François de la Morinière for detailed responses to questions from visitors representing Serbia, Montenegro, Bosnia and Herzegovina, North Macedonia, Albania. Visit to the Vinča Resource Recovery Center This week, we have hosted a delegation led by representatives of the Secretariat for Environmental Protection, the Belgrade City Administration, the Ministry of Environmental Protection, along with experts from JASPERS partnership and IPZ Uniprojekt TERRA d.o.o. They are carrying out activities as part of developing the Feasibility Study for Waste Management System in Belgrade. Vladimir Milovanovic, Managing Director of Beo Čista Energija, presented the Public-Private Partnership Project and the activities at the Vinča Resource Recovery Center. These activities include waste disposal at the new landfill, recycling of construction and demolition waste, treatment of leachate, and waste thermal treatment at the EfW facility, where 340,000 tons of waste are incinerated annually, generating electricity and thermal energy for the citizens of Belgrade. Given that 650,000 tons of waste were delivered in 2024 (which is 27% more than the contracted amount), proposals were also presented regarding potential future activities in response to the increasing amounts of waste arriving to the Vinča Resource Recovery Center. Possible solutions for consideration include: the construction of a new EfW facility within the Vinča complex, the establishment of a waste sorting facility, and the installation of solar panels on the old landfill after remediation. These solutions aim to reduce the waste going to landfill and enhance energy generation from waste. Students Site Visit at the Vinča Resource Recovery Center We had the pleasure of hosting students from the Faculty of Mechanical Engineering in Belgrade at the Vinča Resource Recovery Center last week. This visit was part of their Waste Management course, specifically designed for second-year Master’s students specializing in Process Technology and Environmental Protection. We are proud that students in Serbia had the unique opportunity over the past four years to witness development of the EfW facility from construction to operational phase. This experience adds significant value to their knowledge and practical understanding of waste management. A special thanks to our Vitor Soares for presenting the EfW facility and explaining the entire waste processing, and to Tzortzis S. Chalaris for describing the various activities conducted at the Vinča Resource Recovery Center. Trust Is the Key to Successful Collaboration Our Lea Markstajn, MSc recently participated in a panel discussion titled Collaborative Growth: Unlocking the Potential of Public-Private Partnerships to Transform Cities in Serbia, along with esteemed panelists Edi Majstorovic from the Standing Conference of Towns and Municipalities and Chivoine Rem from Belgrade Airport. The session was moderated by Bodin Bulatović, CFA from the IFC. The panel aimed to showcase the benefits and lessons learned from Serbia’s most impactful public-private partnerships to representatives from Serbian municipalities and businesses. While public-private partnerships can be complex endeavors, they thrive when partners have shared goals and foster mutual trust. That is collaboration which enables us to overcome challenges and achieve important transformations, such as the Belgrade Waste Management PPP project, which significantly improved the waste management system in capital of Serbia, emphasized Lea Markštajn Stojanović. This conference marked the final event of French Week, organized by the French-Serbian Chamber of Commerce Chambre de Commerce et d'Industrie France Serbie, further strengthening the ties between France and Serbia and fostering collaboration between our economies.
