𝐂𝐥𝐢𝐦𝐚𝐭𝐞 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐒𝐨𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧: 𝐂𝐚𝐦𝐛𝐨𝐝𝐢𝐚’𝐬 𝐍𝐃𝐂 𝟑.𝟎 𝐓𝐚𝐤𝐞𝐬 𝐚 𝐁𝐨𝐥𝐝 𝐒𝐭𝐞𝐩 𝐅𝐨𝐫𝐰𝐚𝐫𝐝 Phnom Penh, April 1, 2025 — As countries around the world update their national plans to reduce greenhouse gas emissions and adapt to climate change under the Paris Agreement, Cambodia has taken a significant step forward. For the first time, social protection has been recognised as a vital sector in Cambodia’s Nationally Determined Contributions (NDC) 3.0, developed under the leadership of the General Secretariat of the National Social Protection Council, with support from the GIZ project Improving Social Protection and Health II (commissioned by BMZ) and other development partners like WFP, UNDP and UNICEF. The discussions centered on four proposed NDC measures for the social protection sector—designed to strengthen climate resilience, and support both adaptation and mitigation efforts. Additionally, participants from various government ministries, development partners and civil society established a better understanding of social protection's role in addressing climate change impacts, fostering collaboration across institutions for effective implementation. H.E. Chan Narith, Under Secretary of State of the Ministry of Economy and Finance and Secretary General of the National Social Protection Council, emphasized the urgent need for targeted actions, noting that vulnerable groups are disproportionately affected by climate change related events. H.E. Pak Sokharavuth, Under Secretary of the Ministry of Environment, highlighted the pressing challenges Cambodia faces due to climate change, including heatwaves and floodings impacting various sectors and vulnerable populations. Kristina Knispel, GIZ Programme Manager of ISPH II, reaffirmed the project's commitment to support the Cambodian partners in exploring innovative ways of integrating social protection and climate action, such as integrating information on poor households with climate-risk data, exploring ways to support social climate-resilient housing and cash-for-work programs that benefit climate action. This integration positions Cambodia as a pioneer in linking social protection with climate change efforts in the NDC 3.0. By recognizing the role of social protection in climate action, Cambodia is taking an important step towards ensuring that vulnerable populations are supported in the face of climate challenges.
