The aim of this conference is to showcase the main findings, conclusions and recommendations of the ‘Evaluation of the EU’s cooperation with South Sudan between 2011 and 2023’. It is an opportunity to raise awareness of the EU’s interventions in the country and to provide an insight on how future programming could be influenced in an uncertain and fragile landscape.

Description
The evaluation provides an independent assessment of the performance of the European Commission in South Sudan between 2011 and 2023, including the EU Trust Fund for Africa and the Foreign Policy Instrument, but excluding humanitarian aid. It covers financial assistance, political and policy dialogue and the alignment of interventions with South Sudanese national priorities.
The purpose of the evaluation was to provide the EU with identifiable lessons learned and to guide future programming in South Sudan, whilst simultaneously improving EU cooperation in fragile contexts. To reach its findings, conclusions and recommendations, the evaluation relied on: an extensive portfolio analysis, which included a quantitative analysis of the EU’s budgetary allocations; a review of 51 sample EU interventions in South Sudan; and a series of five individual case studies focusing on three priority sectors contained within the EU’s Multiannual Implementation Plan (MIP):

The evaluation took place between December 2023 and will conclude by May 2025 upon the publication of the final report. It was funded by the EU’s Directorate General for International Partnerships (DG INTPA) and was implemented by Landell Mills International, an international development agency based in the United Kingdom & Ireland.
