To maintain long-term global warming under 1.5°C compared to pre-industrial levels, we need to keep cumulative net emissions within the remaining carbon budget calculated by the IPCC. As shown in the figure below, managing the greenhouse gas budget requires: 1. deeply reducing emissions, 2. removing CO₂ from the atmosphere and 3. managing the reversal of removals. CO2 captured from the atmosphere can be stored temporarily in vegetation and soil, or permanently in minerals and geological formations. CO2 is released from vegetation with natural decay, and with harvesting. Early releases of CO2 are increasing with the impacts of climate change, such as wildfires, droughts, pests and storms. The EU's land sink has declined by around one third in the past decade. The EU needs to diversify its portfolio of carbon dioxide removal methods in order to reach net zero and net negative. Climate change is already disrupting ecosystems, infrastructure, and food and energy security across Europe and the world, with 2024 the warmest year on record since 1850. The EU has committed to achieving net-zero greenhouse gas emissions by 2050; and eventually net-negative emissions, where carbon dioxide removals exceed emissions. EU climate scenarios show the need for continued, deep reductions in greenhouse gas emissions, while simultaneously ensuring a rapid and sustainable scale up of removals in the EU. Webinar: Presentation of the report 'Scaling up carbon dioxide removals – Recommendations for navigating opportunities and risks in the EU' 2024 was the warmest year on record since 1850. Alongside deep emissions cuts, removing carbon dioxide (CO2) from the atmosphere is essential to halting global warming, stabilising the #climate and curbing the most severe impacts of climate change. Today, the European Scientific Advisory Board on Climate Change published its new report ‘Scaling up carbon dioxide removals – Recommendations for navigating opportunities and risks in the EU’. The Advisory Board recommends that the #EU: • separate targets for gross greenhouse gas #emissions, permanent and temporary greenhouse gas #removals, supported by robust monitoring; • increase #public support to urgently reverse the decline of the land sink, accelerate #innovation and infrastructure deployment; • gradually integrate permanent removals in the EU #ETS and introduce new pricing instruments to reward greenhouse gas removals in the land sector; • create new instruments to operationalise the extended emitter responsibility, achieve net-negative emissions and curb #climate change. Since each country has unique needs and contexts, there are many approaches to forming a new climate council. That’s why the ICCN has launched a toolkit that highlights lessons learned from case studies of existing climate councils.
