#DigitalClimateAction🌏I Bridging Data Gaps, Building Trust.   The Workshop on the Enhanced Transparency Framework (ETF), hosted by the Cook Islands, co-organised by @CBIT-GSP, UNFCCC, the Government of Australia, Regional Pacific NDC Hub, and NDC Partnership, was held in Rarotonga, Cook Islands last week. The ETF requires countries submit detailed Biennial Transparency Reports (BTRs) tracking their climate actions and progress. For Pacific Island Countries (PICs) however, capacity, technology, related tools, resourcing, and data limitations have made implementing the ETF challenging. The workshop addressed some of these hurdles head-on, blending technical training with peer-to-peer learning. Implementation experience was shared by the Cook Islands, the Solomon Islands and Tuvalu. Participants from across Polynesia trained together on Intergovernmental Panel on Climate Change (IPCC) Software and ETF Reporting Tools, diving into key elements of greenhouse gas (GHG) inventory development and GHG sectors relevant for PICs. For many, it was their first hands-on experience with these tools. For PICs, transparency is more than just reporting—it’s about building trust, ensuring accountability, and strengthening technical skills. This workshop marked a small but key step in supporting PICs to implement a key component of the Paris Agreement.

🇲🇻 The Maldives has submitted its NDC 3.0, reaffirming its commitment to low-emissions #SustainableDevelopment 🌏 A small island developing state, the Maldives’ ability to achieve its 2035 target — reducing 1.52 million tonnes of CO2e — is conditional on receiving adequate financial, technological and capacity-building support. The country’s mitigation actions focus on enhancing #EnergySecurity, improving transport and strengthening waste management to reduce emissions. The Maldives also strengthened its adaptation target — planning to protect coastlines, enhance water security, strengthen disaster preparedness and climate-proof critical infrastructure. The NDC Partnership In-Country Facilitators for the Maldives, embedded within the Ministry of Environment, Climate Change and Technology, supported the country's NDC development process.

To help countries establish and strengthen Climate Finance Units (CFUs), the recent Policy Brief from the Center for Access to Climate Finance offers practical guidance through actionable recommendations to: ✅ Defining clear mandates ✅ Secure political support ✅ Embedd CFUs within national governance structures. It emphasizes the need for skilled staffing, continuous capacity building and effective coordination to manage financial flows and engage stakeholders. At the Petersberg Climate Dialogue, German Chancellor Olaf Scholz and UN Secretary-General António Guterres emphasized the growing momentum of #RenewableEnergy and the need for global cooperation — a tenet championed by NDC Partnership members. Today, the International Renewable Energy Agency (IRENA) confirmed 2024 as a record year for renewables, which account for over 92% of new electricity generation as costs continue to fall. Clean energy is driving economic growth and, alongside other climate actions outlined in #NDCs, is essential for sustainable development worldwide. Looking ahead, NDCs 3.0 present “a unique opportunity to deliver and lay out a coherent vision for a just green transition,” as Guterres highlighted. The continuous growth of renewable power capacity each year is solid proof that #renewables are economically viable and readily deployable, but it greatly insufficient to reach the 11.2 terawatts needed to meet the #3xRenewables goal by 2030. To reach the goal, renewable capacity must now expand by 16.6 % annually until 2030, and gaps in regional progress must be closed.
