The CCF SA Women in Civil Committee is a sub committee within the SA Branch of the Civil Contractors Federation. The committee is to have a positive and inspirational focus on Women in the Civil Construction Industry, embodied by celebrating women in the industry, from workers on the ground to leadership and management. We want to celebrate their achievements and contributions to the industry, and also to encourage women to join the industry. Activities designed to meet their obligations include support, mentoring, information and networking opportunities for women working across the civil construction industry.

Earlier this month, one of our Women in Civil Committee members, Evonne Penrose had the privilege of speaking at Parliament House for Department for Correctional Services (DCS) as part of discussions on the Women’s National Framework & Action Plan 2025–2030. Evonne shared her personal journey, highlighting the importance of targeted support for women in the justice system. She spoke in the presence of: ▪ Hon Katrine Hildyard MP, Minister for Child Protection, Minister for Women and the Prevention of Domestic, Family and Sexual Violence ▪ Nadia Clancy MP, Premier’s Advocate for Suicide Prevention and Member of the Women’s Strategic Ministerial Advisory Group – Women Offenders ▪ Kate Holland, Principal Advisor for Women ▪ David Brown, Chief Executive of the Department for Correctional Services ▪ Hon Emily Bourke MLC See Evonne's story below: WHY WAS I THERE? Because women matter and to share that my journey is what happens when people make the choice to change. I feel it’s important that people making these sorts of Frameworks and Action Plans hear the good stories. WHAT WAS MY REALITY WHEN I ENTERED THE JUSTICE SYSTEM? Like many others, when I first went into custody in 2003, I assumed there were rehabilitation programs. Unfortunately, there weren’t. Women were placed in programs designed for men. Everything in DCS back then was based around men NOT women. In 2014, I was asked to participate in the first Action Plan consultation. Now, we’re on the third plan. WHAT CHANGED ME? I knew I’d serve a lengthy sentence, so I was determined to change and never return. At APC, I did prerelease and was lucky to gain employment. I’m still with the same company, now as a safety advisor at BMD. WHAT ARE MY GREATEST ACHIEVEMENTS SINCE? Being substance-free for nearly 11 years, contributing to the community, winning WIC award and NAWIC Emerging Leader award, sharing my life with a loving and wonderful partner and having friends, but just living a good honest life. WHAT DO I DREAM OF NOW? • Making a difference, encouraging women to achieve their goals. • Traveling this beautiful country. • Helping WIC establish a training program to support women from adverse backgrounds into the civil industry. WHY IS A WOMEN'S ACTION PLAN IMPORTANT? Because women matter, women have different needs, women are predominately the carers for children and there needs to be programmes to assist this relationship. Before 2014, there was no action plan, programs were designed for men. Women need specific programs with tangible outcomes. Since 2014, we’ve seen change, and that’s why it’s critical for DCS to continue these Frameworks and Action Plans for women. It is an honour to have one of our own representing women for such an important topic. #WomenInCivil #CCFSA

Minister Tom Koutsantonis is now SA’s longest serving politician. He’s held the Portfolios of Minister for Corrections; Youth and Volunteers; Gambling; Small Business; Transport, Planning, and Infrastructure; Mining and Energy, State Development and as Treasurer.
