Storage vs. PV + curtailment?

Utility Dive has an interesting article on a MN Solar Pathways report that determined that at very high levels of solar penetration, overbuilding PV and curtailing it would be as cost effective as storage. Of course, there is the issue of who agrees to lose revenue during curtailment. Perhaps Demand Response programs to create utility customer engagement and possible compensation are the way to go. Residential system financing is vastly different than C&I, and pooling the effect of hundreds of residential system could provide the curtailment levels needed. This will require communications and possible utility control to DERs, but that is an area of active development.
