Contracts & Frameworks – Who’s won what this quarter?

Following on from the popularity of our monthly movers and shakers and frequent major project updates, we have produced this summary of the largest contract awards within the sector over the last 3 months.

Highways

Lower Thames Crossing

AECOM has started work for Highways England on the Lower Thames Crossing. The consultant is carrying out ground investigation work and surveying on the 23 km route in Essex, Kent and Thurrock.

AECOM is a part of Perfect Circle, a consortium which also includes Pick Everard and Gleeds.

A303/Stonehenge Tunnel

Highways England has launched its search for a contractor to deliver the A303 tunnel near Stonehenge. Requests to participate are due by mid-September, with Highways England expected to announce the invitations to tender by January 2020.

The main construction contract for the A303 Amesbury to Berwick Down scheme includes eight miles of new dual carriageway and a tunnel at least two miles long underneath the Stonehenge.

M6 Junction 10

John Sisk & Son has been awarded the design & build contract for a £78m upgrade of junction 10 of the M6 in Walsall.

East of England

Ringway Infrastructure Services have been awarded the £420m maintenance and response framework covering Essex, Norfolk and Cambridge.

Walsall Metropolitan Borough Council

Tarmac has been announced as the winner of the £120m contract to provide Highways and Infrastructure Services.

Building

London Construction Programme

The full list of winners for the £5bn London Construction Programme major works framework has been announced. The framework is a partnership between the capital’s 33 boroughs and covers publicly funded construction, refurbishment and maintenance projects.

Vinci Construction, has been awarded eight places across housing and residential, education and leisure and capital projects lots.

Willmott Dixon has won six places in housing and residential, education and leisure and heritage and historical lots.

Mace has been appointed seven places across education and leisure lots, capital projects as well as heritage and historical.

McLaren, Graham and Thomas Sinden have also announced they have won places on lots across the scheme.

The framework starts this month and will last for five years.

North West Construction Hub (NWCH)

Kier, Engie, ISG, Morgan Sindall and Laing O’Rourke are among the fourteen contractors awarded places across the six lots on the framework.

Rail

Welsh Rail Framework

Taylor Woodrow is looking for a new joint venture partner to replace Dawnus if it is allowed to remain on a £700m Welsh rail framework. If the proposal is accepted by Transport for Wales, Taylor Woodrow will look to work with a Welsh supplier and form a new JV.

TfL

Has begun its search for companies to take part in its major London rail infrastructure improvement framework agreement. The framework is being divided into two lots comprising civil infrastructure and major infrastructure improvement works. The civil infrastructure lot is then subdivided into six lots including multi-disciplinary building and civils and track work.

Network Rail

Have now awarded the three lots on the £5bn Track Works Framework Contract.

Lot 1 (North) consists of Babcock Rail and Arcadis. Lot 2 (Central) has been awarded to Balfour Beatty, TSO and Atkins and Lot 3 (South) was won by Colas Rail and AECOM.

South Wales Metro

Balfour Beatty Rail, Alun Griffiths and Siemens Mobility have all been appointed as early contractor involvement contractors. The works are expected to include; a traction power supply system for the South Wales Metro transit system, depots, control centres, new infrastructure and the refurbishment of existing assets.

West Coast Franchise

The government has awarded the West Coast rail franchise to FirstGroup and Trenitalia, replacing Virgin Trains on one of Britain’s main north-south routes. The deal includes operating the first phase of HS2 between London and Birmingham from 2026 until 2031, should HS2 go ahead as planned. The contract will start in December this year.

Water & Environment

South Staffs Water

nmcn has secured a framework for the design and build to upgrade major water treatment works in the South Staffs region as part of an investment estimated to be worth around £60 million.

Severn Trent Water

Barhale & Doosan Enpure JV, Coffey Construction, Eric Wright Water, FLI Water and Glaswell & Last, J.N. Bentley, Kier Integrated Services and nmcn have all secured a place on the MEICA-led capital delivery build-only framework (lot 3).

Lots 1 & 2 were announced earlier this year.

Environment Agency

Arcadis has won a place on the £2.6bn client support flood prevention framework. Arcadis will support improvement works for flood defences across England.

The Environment Agency have also awarded the contracts on the Marine and Costal Framework. The £220m scheme comprises the provision of services to deliver a programme of capital investment and improvement works for marine and coastal flood risk management defence assets.

On the framework are; VBA Joint Venture (VolkerStevin, Boskalis Westminster and Atkins), Van Oord UK, BAM Nuttall and JN Bentley.

Leeds City Council

BAM Nuttall and Mott MacDonald are the civil contractors who will undertake the River Aire Flood Alleviation Scheme due to start in December. The £112m scheme comprises construction of Phase 2 of the Leeds flood alleviation scheme.

Defence

Ministry of Defence

Are launching a £1bn framework for construction capital works in its overseas bases. The process will begin next month with a market engagement event in Glasgow. The framework has been split up into five lots covering different overseas locations; Cyprus; the Falkland Islands and Ascension Island; Mainland Europe (excluding Germany); wider overseas areas; and the general overseas operational estate.

Aviation

Gatwick

Costain is set to commence construction in spring 2020 on the £150m upgrade of the Gatwick railway station servicing London’s second largest airport. Costain have been supporting the design and planning phase for the last two years, and DfT have now given the go-head for construction. The project will see the station concourse double in size and two platforms widened to reduce overcrowding.

Heathrow

Heathrow hosted a major supplier’s day event, earlier this week, in Birmingham before issuing an invitation for the third runway expansion project next spring. Firms of all specialisms and sizes are being invited to Birmingham for the market engagement conference.

Power

Valero Energy

Fluor have won the £127m contract to install a 49. 9 MW cogeneration natural gas facility and ancillary infrastructure in Milford Haven, Wales.

The Crown Estate

Following an 18 month review, The Crown Estate has now confirmed the tender process for design work for Offshore Wind Leasing Round 4, which will be launched later this year.

They have also confirmed that seven offshore wind extension projects will progress to the award of rights following the completion of its plan level Habitats Regulation Assessment (HRA). These are; Sheringham Shoal offshore wind farm, Dudgeon offshore wind farm, Greater Gabbard offshore wind farm, Galloper offshore wind farm, Rampion offshore wind farm, Gwynt y Môr offshore wind farm, Thanet offshore wind farm.

The framework contracts, worth up to £400m, are due to last up to four years with the possibility of extensions up to an additional three years.
