Temiskaming Shores, Ontario – The Government of Canada has welcomed a proposal by Electra Battery Materials Corporation to redevelop its Temiskaming Shores facility into a cobalt sulfate refinery — a critical move to bolster Canada's clean energy supply chain and domestic mineral processing capabilities.

The announcement, delivered by Marc G. Serré, Parliamentary Secretary to the Minister of Energy and Natural Resources, is a significant milestone for Canada’s critical minerals strategy and signals a strong future for innovation in the country’s mining and battery technology sectors.

Building a Resilient Critical Minerals Chain

Cobalt is one of six minerals prioritized under Canada’s Critical Minerals Strategy, with demand surging due to its essential role in electric vehicle (EV) batteries and energy storage systems. Electra’s proposal to produce battery-grade cobalt sulfate locally addresses the urgent need to reduce reliance on foreign refineries—currently dominated by China—and enhances North America’s energy independence.

“Canada has everything it takes to be a leading force in critical minerals processing, manufacturing and recycling,” said Minister Anita Anand. “Electra’s proposal could significantly enhance our ability to compete in a low-carbon, global economy.”

Strengthening Canada’s Critical Mineral Advantage Through Innovation

Canada’s push to become a global leader in critical minerals isn’t just about securing supply—it’s about advancing the technologies and capabilities that make responsible extraction and processing possible.

Electra’s facility is projected to process 6,500 metric tones of cobalt sulfate per year, which would represent about 5% of global market share. This positions Canada as a serious player in the clean energy supply chain while generating economic opportunities in Northern Ontario.

Government support for this initiative includes:

  • $5 million from Natural Resources Canada for battery recycling R&D at the site.
  • $10 million total investment from FedNor, including $5 million in new funding this year under the Regional Economic Growth through Innovation program.
