Michelle Streeter, Navy veteran, was tremendously impacted by the historical rainfall that pounded the Rio Grande Valley. She had approximately 10 inches of water in her apartment and was forced to spend the first night in her apartment as it was impossible to exit. When it was safe for Michelle to leave her home she was able to go find refuge at the Harlingen Convention Center, which is a shelter run by the American Red Cross.
