Ohio is making history with a $6 billion capital budget, set to enhance infrastructure statewide. Funded by bond-backed appropriations and surplus revenue, this budget promises significant improvements across multiple sectors. However, it raises questions about sustainability, allocation, and long-term impact on Ohio's economy and communities. Lawmakers and stakeholders are managing challenges like debt service limitations and equitable resource distribution. 𝗞𝗲𝘆 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀: • 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗟𝗼𝗰𝗮𝗹 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲: $3.5 billion for K-12 facilities and local infrastructure via the Ohio Public Works Commission. • 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀: $150 million for local initiatives and $700 million from surplus for community development. • 𝗠𝗮𝗻𝗮𝗴𝗲𝗮𝗯𝗹𝗲 𝗗𝗲𝗯𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲: Projected at 2.65% in FY 2025, well under the 5% constitutional limit. • 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗜𝗺𝗽𝗮𝗰𝘁: Funding for various projects, including $130 million for juvenile correctional facilities and $25 million for housing initiatives. • 𝗟𝗲𝗴𝗶𝘀𝗹𝗮𝘁𝗶𝘃𝗲 𝗣𝗿𝗼𝗰𝗲𝘀𝘀: Extensive deliberation with bipartisan support expected to ensure smooth passage and expedited funding. • 𝗟𝗼𝗻𝗴-𝗧𝗲𝗿𝗺 𝗩𝗶𝘀𝗶𝗼𝗻: Balancing immediate needs with long-term sustainability to position Ohio for continued growth. Since 1986, #HistoricTaxCredits have been a cornerstone of community revitalization, spurring economic growth and preserving the unique character of our neighborhoods. In Iowa, projects like the rehabilitation of the Badgerow Flats — formerly an office building, now multi-family housing — demonstrate how HTCs can breathe new life into historic structures, driving private investment and delivering tangible benefits to local communities. Over the past five years alone, the HTC program has attracted over $636 million in private investment to Iowa, proving its immense value. However, after nearly 40 years without modernization, this critical tool needs to be updated. Enhancements are essential to restore the program’s full impact, streamline small project completion, and ensure that it continues to be an engine for economic development and historic preservation. Veteran Housing Corp would suggest this is a good start in tackling the affordable housing crisis in America, although no local, state, or federal program should use a cent of taxpayer dollars to fund any project that does not guarantee AFFORDABILITY IN PERPETUITY (permanent affordability) for all units of a proposed project. If the State of Vermont can do it, so can the rest of America. Yesterday was an action-packed day at the National Housing Conference Solutions for Affordable Housing! The event featured fantastic panels, insightful policy discussions, and the opportunity to connect with key federal advocacy partners like the NCST (National Community Stabilization Trust) and National Association of Affordable Housing Lenders (NAAHL) As we look ahead and anticipate how housing policy might evolve under the Trump Administration and the incoming Congress next year, one thing is clear: increasing housing supply and lowering costs is a bipartisan priority across both rural and urban areas. Modernizing federal programs and increasing public private partnerships (LIHTC expansion and Neighborhood Homes Investment Act) will be key to meeting this critical need.
