In every set of requirements I have seen, some policies or regulations are stated as a hard requirement to comply with. I'm not talking about interoperability standards or regulations that aim at achieving a better operational performance, I'm talking about peacetime rules that are enforced by stakeholders into the system (like if tanks had to stop at red traffic lights). It is a fact that armies go bureaucratic if they face a long enough peacetime period. And it is also true that bureaucrats love and feel comfy among rules. That's why practitioners of #OperationalAnalysis must face this reality and must have a clear understanding how every specific requirement supported by a regulation will make the system unusable on the battlefield. SO. Fight the rules. Do your best to understand why the rule is there in the first place. If a bureaucrat is making the requirements, be sure of explaining the operational implications.
