Its definitely Alexandria Egypt. As it is most likely to be at 31 N, 29 E. Vancouver is the least closest with 49 N , 122 W. Rotterdam is in the eastern hemisphere but it is closer to Arctic Circle (66N) than to Tropic of Cancer (23N)
